Memorandum <br /> April 5, 2017 <br /> Health Partners Clinic Expansion Parking <br /> Page 2 of 3 <br /> As the design team is finalizing the size of the building addition and required parking, we noted that there was a <br /> change to the parking ordinance which stated the following: <br /> 1325.06 Requirements for Parking, Loading and Circulation. (revised 4128108) <br /> F. Reduction in Number of Required Spaces. The number of spaces required for a specific use mayt be reduced if <br /> the owner or occupant provides documentation that a lesser number of spaces will actually be needed than <br /> normally required by this Code and the City Council authorizes such lesser number after recommendation by the <br /> Planning Commission. The difference in the number of spaces provided and those required shall be shown on <br /> the approved site plan as "proof-of-parking" and shall be constructed if and when the need for such additional <br /> space arises. <br /> J. Off Street Parking Spaces Required: <br /> Clinics— 1 for each doctor or dentist plus 1 for each nurse, technician, or professional and 1 for each 200 SF of <br /> gross floor area. <br /> Upon evaluating the new parking ordinance, we believe the required parking ratios are extremely excessive and will <br /> result in over parking the site. Since we are requesting the site be reviewed as a master PUD, we are requesting the <br /> City's assistance in helping to evaluate the parking requirements and we propose a modification to the current <br /> parking ordinance to provide a parking ratio similar to the existing parking ratio similar to the existing parking ratio at <br /> 5/1000 or the 5.7/1000 that the site was originally designed under. <br /> Building Expansion Summary <br /> The proposed building expansion will increase the gross building area by 8,531 gsf for a total building area of 35,068 <br /> gsf at a parking ratio of 5.7/1000 which was determined to be acceptable to accommodate the existing clinic volume <br /> and staff. The new building expansion will provide a total of 193 parking stalls to accommodate the building addition <br /> and additional staff members and the overall parking layout will be designed to accommodate 5.5 stall/1000 which is <br /> well within the industry standards and more excessive than most municipalities. <br /> As part of our analysis, we have outlined the parking ordinance for the original building design as well as the <br /> proposed building expansion for an open discussion regarding the final parking requirement associated with the <br /> building addition. We offer the following. <br /> Parking Ordinance Summary <br /> 1. Original Building Design Stalls Required <br /> 26,537 gsf/200 equals 132 stalls (5/1000) <br /> 132 Parking Required (5/1000) <br /> 152 Parking Provided (5.7/1000) <br /> 20 Parking Surplus from Ordinance <br /> Notes: <br /> 1. The actual parking of 152 stalls, on any average day there are approximately 34 open parking stalls throughout <br /> the day, <br /> 2.
