In 2015, the City approved a Site Plan Review and Variance in Planning Case 15-003 permitting <br /> CSM to construct 22 parking stalls at 4293 Lexington Avenue. The additional parking stalls were <br /> never constructed and the approval has since expired. A Variance was needed in this case to <br /> allow the parking area to encroach within the five-foot setback from the side property line. <br /> Staff has recommended that CSM apply for the proposed parking expansion through the PUD <br /> process given that the properties currently function as a single entity and in order to clean up the <br /> past planning case history for the site. The proposal would include new parking stalls located in <br /> several areas throughout the properties. Parking would be accessible to all tenants within the <br /> development: <br /> • 14 stalls along the western side of 4295 Lexington Avenue <br /> • 8 stalls in the northwestern corner of 4293 Lexington Avenue <br /> • 22 stalls along the southwestern side of 4293 Lexington Avenue <br /> • 15 stalls in the northwestern corner of 4255 Lexington avenue <br /> The applicant has submitted a development plan set including an overall site plan, grading plan, <br /> utility plan, landscape plan, and fire truck turning exhibit (Attachment Q. <br /> Plan Evaluation <br /> A full evaluation of the proposal was presented to the Planning Commission on May 3, 2017. <br /> The staff report to the Planning Commission on this case is included in Attachment D. The <br /> following section provides a summary of areas where flexibility is needed from the underlying <br /> City Code standards through the PUD process. <br /> Off-Street Parking Spaces Required <br /> The number of parking stalls required by the City Code is determined based on the type of land <br /> use proposed for a site. Based on the current uses on the site, 618 parking stalls are required. <br /> There are currently 532 parking stalls on the site for a deficit of 86 stalls.
