ARDEN HILLS PLANNING COMMISSION – August 8, 2012 5 <br /> <br />Commissioner Zimmerman stated the zoning codes have evolved over the years. The <br />comprehensive plan for the City also covers this. For the Pulte development the Met <br />Council wanted to have more homes per acre than what Pulte wanted. <br /> <br />C.
