The proposed Conservation District, Parks and Open Space, and Civic Center rezoning <br />would help the City meet this requirement. Further, the rezoning will assist in the <br />implementation of the goals identified in the Land Use and Protected Resources chapters in the <br />Comprehensive Plan. <br /> <br /> <br />Findings of Fact <br /> <br />Cities have broad discretion when reviewing and adopting zoning regulations; however, as a tool <br />to implement a city’s comprehensive plan, it is necessary to understand the connection between <br />the two documents when reviewing amendments to the Zoning Code. Staff offers the following <br />three (3) findings of fact for the Planning Commission’s consideration: <br /> <br />1. The proposed amendment will create greater consistency between the City Zoning Code <br />and the adopted Future Land Use Map. <br />2. The proposed amendment advances the Comprehensive Plan’s land use goals because it <br />assists in providing a balanced mix of residential, park, open space, and commercial land <br />uses. <br />3. The proposed amendment advances the Comprehensive Plan’s protected resources goals <br />because it implements regulations to protect the City’s natural resources, including trees, <br />lakes, wetlands, and other unique or significant natural resources. <br /> <br /> <br />Staff Recommendation <br /> <br />Staff recommends approval of Planning Case 16-001 for an amendment to Section 1315.01 <br />(Official Zoning Map) of the Arden Hills Zoning Code, based on the findings of fact, as <br />presented in the March 9, 2016, Report to the Planning Commission. <br /> <br /> <br />Proposed Motion Language <br /> <br />1. Recommend Approval as Submitted: Motion to recommend approval of Planning Case 16- <br />001 for an amendment to Section 1315.01 – Zoning Map of the Arden Hills Zoning Code as <br />presented in the March 9, 2016, Report to the Planning Commission. <br /> <br />2. Recommend Approval with Changes: Motion to recommend approval of Planning Case 16- <br />001 for an amendment to Section 1315.01 – Zoning Map of the Arden Hills Zoning Code as <br />presented in the March 9, 2016, Report to the Planning Commission, with the following <br />changes. <br /> <br />3. Recommend Denial: Motion to recommend denial of Planning Case 16-001 for an <br />amendment to Section 1315.01 – Zoning Map of the Arden Hills Zoning Code as presented
