Their comments have been provided in Attachment C and have been <br />corrected within the updated plan set. All final building plans will be subject to the Building <br />Official and Fire Marshal’s approval prior to the issuance of any permits for development. <br />All final grading and utility plans will be subject to the approval by the City Engineer prior to <br />the issuance of any development permits. <br /> <br />B. Ramsey County Review <br /> <br />Ramsey County has reviewed the plans for the expansion of the Land O’Lakes Campus and <br />have suggested that during Phase 1 of the Master PUD that a 3/4 access be constructed at the <br />entrance along Lexington Avenue North in order to prevent left turns out of the property. <br />The comments from the Ramsey County Traffic Engineer for both Phase 1 and Phase 2 of the <br />Master PUD can be reviewed in Attachment C. <br /> <br /> <br />C. Rice Creek Watershed District <br /> <br />The RCWD has conducted their review of the proposed project located at 4001 Lexington <br />Avenue North and have granted Conditional Approval pending the receipt of the changes <br />included within the letter dated May 3, 2016 (Attachment C). <br /> <br /> <br />Findings of Fact: <br /> <br />Staff offers the following eleven (11) findings of fact for this proposal: <br /> <br />General Findings: <br /> <br />1. The applicant is requesting approval of a Master Planned Unit Development (PUD) <br />Agreement & Final PUD for Phase 1 of the Land O’Lakes Corporate Headquarters <br />consolidation plan located at 4001 Lexington Avenue North. <br />2. Phase 1 of the Land O’Lakes Corporate Headquarters consolidation plan includes the <br />expansion of the south parking lot on the campus and Phase 2 includes the construction <br />of a new four-story office building along with the reconfiguration and expansion of the <br />parking area on the north side of the campus. <br />3. The PUD process allows for flexibility within the City’s regulations through a negotiated <br />process with a developer. <br />4. The Land O’Lakes property is comprised of 47.37 acres. <br />5. The Land O’Lakes property is located at 4001 Lexington Avenue North. <br />6. The Land O’Lakes property is located in the I-1 – Limited Industrial District. <br />7. The proposed use is a permitted use in the I-1 – Limited Industrial District.
