Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and <br />other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />6. Adjoining land values; <br />7. Park dedications where applicable; and the <br />8. Orderly development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City. <br /> <br /> <br />Additional Review <br /> <br />City Engineer <br />The City Engineer has reviewed the submitted plans and did not have any comments at this time. <br />A Grading and Erosion Control Permit is not required for this project. <br /> <br />Building Official <br />The City Building Official has reviewed the submitted plans and did not have any comments at <br />this time. <br /> <br />Rice Creek Watershed District <br />The Rice Creek Watershed District has reviewed the plans and has determined that a permit is <br />not required for the project. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following findings of fact for consideration: <br /> <br />1. The applicant has requested approval of a PUD Amendment and CUP Amendment for <br />the property at 1920 West Highway 96. <br />2. A Master PUD was approved for 1920 West Highway 96 in Planning Case #05-013. <br />3. The applicant has proposed constructing a multi-use restroom addition on the north end <br />of the existing convenience store that would measure 15 feet – 4 inches by 19 feet – 4 <br />inches with an area of 296 square feet.
