The approved Landscape Plan for the Master PUD does not include any additional <br />street trees on the property along County Road E. The MedExpress Landscape Plan includes two <br />Honey Locust trees on County Road E. <br /> <br />Parking <br />The design standards discourage placing parking between the street right-of-way and a building. <br />No more than 50 percent of parking on a site may be placed in the side yards. The proposed <br />parking for the clinic would be located at the rear of the site entirely behind the building. No <br />parking stalls would be located between the building and right-of-way or in the side yard areas. <br /> <br />Pedestrian Circulation <br />Sites must be designed to accommodate the safe mobility of pedestrians to and within the site. <br />The proposed site plan includes a sidewalk that connects the primary entrance to the sidewalk on <br />the west side of the County Road E access drive. A sidewalk would also be provided along the <br />south end of the property to connect with the internal pedestrian walkways for the retail center. <br /> <br />Bicycle Parking <br />For commercial properties, one bicycle parking space is required for every 20 automobile <br />parking spaces. However, a minimum of two bicycle parking spaces are required. In this case, <br />two bicycle parking spaces would be required. The applicant has included two bicycle racks that <br />could accommodate up to four bicycles located on the west side of the building close to the <br />primary entrance. The proposed bicycle parking meets the City’s requirements in terms of its <br />design and location. <br /> <br />Section 1325.06, Subd. 1 – Off-Public Street Parking <br /> <br />Location <br />Parking stalls are required to be located a minimum of 5 feet from any side or rear lot line, and <br />20 feet from the public right-of-way line. As proposed, the surface parking lot would be located <br />2.92 feet from both the west and east side property lines, and 11.82 feet from the rear property <br />line. The proposed location for the parking is consistent with the approved Master PUD. <br /> <br />Off Street Parking Spaces Required <br />Off-street parking requirements are determined by the type of land use proposed for a site. For <br />medical clinics, one parking stall is required for every professional employed at the site and one <br />stall for each 200 square feet of gross floor area. MedExpress expects to have up to 7 employees <br />on site at any given time. Based on this and the proposed gross floor area, 31 stalls would need to <br />be provided. A total of 29 stalls are proposed for the site. An existing Reciprocal Easement <br />Agreement covers the separate lots within the retail center and provides for shared parking across <br />the entire site. With the completion of Phase II, there would be a total of 434 parking stalls in the <br />retail center that could be used by MedExpress patients. <br />
