Chapter 12 – Sign Code <br /> <br />The property at 1150 County Road E West is located in Sign District 4, which applies to <br />properties with frontage on County Road E. However, as part of the Master PUD approval the <br />entire retail center was designated as being within Sign District 5, which includes properties with <br />frontage on Lexington Avenue south of Interstate 694. MedExpress would be permitted up to 80 <br />square feet of wall signage and a total of 200 square feet of signage is proposed. The north and <br />south building elevations would each have 71.5 square feet of wall signage, and the west <br />elevation would have 57 square feet. No additional freestanding signage is proposed for the <br />property. MedExpress has provided a separate sign plan for the building (Attachment E). <br /> <br /> <br />3. Traffic Study and Transportation Improvements <br /> <br />A traffic study was completed in 2007 that evaluated the full build-out of the Arden Plaza retail <br />center. An additional study was completed in 2008 in conjunction with the B-2 District Guiding <br />Plan that looked at the redevelopment of Arden Plaza in addition to other development <br />opportunities along the County Road E corridor. The Phase II development proposal is in <br />substantial conformance with the development scenarios evaluated in these traffic studies and an <br />additional study was not requested at this time. The application does not propose any alterations <br />to the internal circulation plan as shown in the previously approved Master PUD. <br /> <br /> <br />Additional Review <br /> <br />City Engineer <br />The City Engineer has reviewed the submitted plans and did not have any additional comments <br />at this time. A Grading and Erosion Control Permit will be required prior to the issuance of a <br />Building Permit. <br /> <br />Building Official <br />The City Building Official has reviewed the submitted plans and did not have any additional <br />comments at this time. <br /> <br />Ramsey County Public Works Department <br />The Ramsey County Public Works Department has reviewed the plans and noted that a County <br />Right-of-Way Permit would be required for any work associated with the development <br />completed in the County Road E right-of-way. <br /> <br />Lake Johanna Fire Department <br />The Lake Johanna Fire Marshal has completed a preliminary review of the plans. Final plans will <br />be subject to approval by the Fire Marshall prior to the issuance of a Building Permit <br /> <br />
