<br />City of Arden Hills <br />Planning Commission Meeting for December 7, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-025 - TCAAP Comprehensive Plan Amendment and TRC Amendment\Memos_Reports_16-024\PC <br />Report_(12-7-16)_16-024.docx <br />Page 1 of 12 <br /> <br />MEMORANDUM <br /> <br />DATE: December 7, 2016 PC Agenda Item 3.A <br /> <br />TO: Planning Commission Chair Thompson and Commissioners <br /> <br />FROM: Eric Zweber, AICP, Interim City Planner <br /> <br />SUBJECT: Planning Case #16-025 – Public Hearing Required <br /> Applicant: City of Arden Hills <br /> Request: Comprehensive Plan Amendment, TCAAP Regulating Plan <br />Amendment, and TCAAP Redevelopment Code Amendment <br /> <br /> <br /> <br />Requested Action <br /> <br />The City of Arden Hills has requested a Comprehensive Plan Amendment, TCAAP Regulating <br />Plan Amendment, and TCAAP Redevelopment Code Amendment related to the proposed Master <br />Development Plan for the 427-acre former Twin Cities Army Ammunition Plant site (TCAAP) <br />to facilitate its redevelopment by Master Developer Alatus, LLC and its partners. <br /> <br /> <br />Background <br /> <br />In July 2015, the City adopted the TCAAP Redevelopment Code and Regulating Plan Map in <br />order to guide the redevelopment of the 427-acre TCAAP site (Planning Case 15-015). The City <br />also approved an amendment to the 2030 Comprehensive Plan at this time to incorporate the <br />goals and policies within the TCAAP Master Plan and to ensure consistency between the <br />Comprehensive Plan and the newly adopted zoning for the site. <br /> <br />The Joint Development Authority (JDA) selected Alatus, LLC as the Master Developer for the <br />TCAAP property in May 2016. The JDA, which is made up of elected officials from the City and <br />Ramsey County, is the body that will oversee the redevelopment of TCAAP. Alatus is a <br />Minneapolis-based real estate development company focusing on multi-family residential <br />development, and the company has partnered with Tradition Development Corporation (single- <br />family residential) and Inland Development Partners (commercial) to form a Master <br />Development Team for TCAAP. <br />
