<br />City of Arden Hills <br />Planning Commission Meeting for December 7, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-025 - TCAAP Comprehensive Plan Amendment and TRC Amendment\Memos_Reports_16-024\PC <br />Report_(12-7-16)_16-024.docx <br />Page 2 of 12 <br />The Master Development Team has met in a series of work sessions with the City Council <br />beginning in August 2016 to present their Master Plan for the site. In order to implement this <br />plan, the Developer has identified areas within the TCAAP Redevelopment Code and Regulating <br />Plan that would need to be amended. The changes to the zoning regulations would also <br />necessitate a corresponding amendment to certain sections of the Comprehensive Plan. <br /> <br />Comprehensive Plan Amendment <br /> <br />The Comprehensive Plan is a policy document that reflects the City’s value system and creates a <br />framework for the future by providing an overall vision for the City. As a guiding tool, the Plan <br />provides a system for measuring progress and direction for setting priorities in key areas critical <br />to the efficient functioning of a community, such as land use, housing, transportation, and public <br />facilities. The Comprehensive Plan is implemented through land use and development <br />regulations, the budgeting process, and community and economic development programs. <br /> <br />A City has broad discretion when reviewing a proposed amendment to its Comprehensive Plan, <br />and it should consider whether the proposal forwards the general goals of the plan. <br /> <br />Chapter 5: Twin Cities Army Ammunition Plant (TCAAP) Property Goal: <br />Develop TCAAP in a way that accommodates a mix of land uses that is sensitive to the <br />natural environment, economically sustainable, and a benefit to the community. <br /> <br />Chapter 6: Land Use Goal: <br />Develop and maintain a land use pattern that strengthens the vitality, quality, and <br />character of our residential neighborhoods, commercial districts, and industrial areas <br />while protecting the community’s natural resources and developing a sustainable pattern <br />for future development. <br /> <br />Beyond these broad goals, the City adopted specific language into its 2015 Comprehensive Plan <br />Amendment that acknowledged that the City would likely modify the Comprehensive Plan and <br />Master Land Use Plan after a Master Developer was selected in consultation with that <br />developer’s plans. <br /> <br />Section 6.4.7 TCAAP Redevelopment: <br />Though the Master Land Use Plan establishes a proposed allocation of the various uses <br />throughout the TCAAP area and illustrates the current preferred development pattern for <br />the area, the City remains open to considering proposals from its partners or eventual <br />developers for modifications to the Master Land Use Plan that propose different <br />locations for the allocated uses, or on its own initiative to consider amendments to the <br />adopted plan as development occurs or circumstances change in order to promote high <br />quality development of the area consistent with City goals and this Plan. <br /> <br />As part of the Comprehensive Plan Amendment, changes to the Future Land Use Map are <br />requested for the designations Neighborhood Residential, Town Center, Retail Mixed-Use,
