<br />City of Arden Hills <br />Planning Commission Meeting for December 7, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-025 - TCAAP Comprehensive Plan Amendment and TRC Amendment\Memos_Reports_16-024\PC <br />Report_(12-7-16)_16-024.docx <br />Page 6 of 12 <br />specific geographic area within the City and it is therefore appropriate to include the regulations <br />within their own section of the Zoning Code. <br /> <br />For all properties within the TCAAP Regulating Plan area, the standards in the TRC will <br />supersede the regulatory requirements under the Arden Hills Zoning Code (Chapter 13), Sign <br />Code (Chapter 12), and Subdivision Ordinance (Chapter 11). However, in certain sections of the <br />TRC the standards within the Arden Hills City Code are adopted by reference as the standards <br />for development within TCAAP as well. Development standards that are not specifically <br />addressed in the TRC will still be governed by the Arden Hills City Code to the extent they are <br />not in conflict with the TRC. <br /> <br />Section 1:Introduction <br /> <br />There are no changes proposed to Section 1 of the TRC. <br /> <br />Section 2: Components of the Code <br /> <br />The changes to Section 2 are highlighted as: <br /> Remove the Neighborhood Transition District. <br /> Add the Civic District. <br /> Limiting the Office Mixed-Use District to be occupied by no more than 10% retail uses. <br /> Eliminating vertical mixed-use building from the description of the Retail Mixed-Use <br />District. <br /> <br />Section 3: Administration <br /> <br />The changes to Section 3 are highlighted as: <br /> Remove the Neighborhood Transition District. <br /> Required mid-block and open space pedestrian connections shall be 20 feet wide. <br /> Limit reduction in open space to no more than 3% of each park’s area. <br /> <br />Section 4: Definitions <br /> <br />The change to Section 4 is to change and clarify the uses allowed in a mixed-use building. <br /> <br />Section 5: Schedule of Uses <br /> <br />The changes to Section 5 are highlighted as follows: <br /> Remove the Neighborhood Transition District. <br /> Add the Civic District. <br /> Change Large Multi-Family and Medium Multi-Family from Permitted to Permitted with <br />Criteria Uses. The criteria require commercial uses on at least 50% of the first floor of <br />buildings along the mall.
