<br />City of Arden Hills <br />Planning Commission Meeting for December 7, 2016 <br />P:\Planning\Planning Cases\2016\PC 16-025 - TCAAP Comprehensive Plan Amendment and TRC Amendment\Memos_Reports_16-024\PC <br />Report_(12-7-16)_16-024.docx <br />Page 7 of 12 <br /> Add the Small Multi-Family Use to the NR-3 District. <br /> Add the Cocktail Lounge Use as a Permitted Use in the Office Mixed-Use District. <br /> Remove limitations on offices uses in the Retail Mixed-Use District. <br /> Add the Pet Services Use as a Permitted Use in the Town Center District. <br /> Add a queuing requirement for drive-through menu boards. <br /> Add criteria to the Office Mixed-Use District limiting the amount of retail uses. <br /> Limit the Indoor Theatre Use to the TC-3 District. <br /> Remove the Public Use and replace it with the Community Center, Library, Municipal <br />Building and Preforming Arts Theatre Uses. <br /> Remove Club, House of Worship, and Specialized Education School Uses from the Civic <br />District. <br /> <br />Section 6: Building and Site Development Standards <br /> <br />The changes to Section 6.1 are highlighted as: <br /> Add Auto-Related, Assembly, Daycare, Medical Clinic, Indoor Recreation, School <br />(General) and School (Specialized) parking requirements. <br /> Address front loaded garage requirements for various widths of lots. <br /> <br />The change to Section 6.2 Campus Commercial is to increase the maximum building height from <br />65 feet to 15 stories or 210 feet. <br /> <br />The changes to Section 6.3 Town Center are highlighted as: <br /> Split the District into three Sub-Districts: the TC-1, TC-2, and TC-3 Sub-Districts. <br /> Remove requirements adjacent to the Neighborhood Transition District. <br /> Change the maximum density from 45 units/acre to a maximum of 67 units/acre for the <br />TC-1 and TC-2 Sub-Districts and a maximum of 42 units/acre for the TC-3 Sub-Districts. <br /> Increase the maximum height of 55 feet to: <br />o In TC-1, 10 stories or 130 feet for 25% of the lot area and limit the remaining lot <br />area to 5 stories or 65 feet. <br />o In TC-2, 10 stories or 130 feet along the mall provided it does not exceed 25% of <br />the lot area and 60% of the mall frontage and limit the remaining lot area to 5 <br />stories or 65 feet. <br />o In TC-3, 5 stories or 65 feet along the mall and 4 stories of 65 feet for the south <br />half of the block. <br /> Add a concrete podium construction requirement for the first floor of buildings along the <br />mall. <br /> <br />The changes to Section 6.4 Office Mixed-Use are highlighted as: <br /> Limit Retail Uses to no more than 10% of the uses. <br /> Remove the requirement of vertical mixed-use buildings. <br /> Increase maximum build-to line to allow for surface parking. <br /> Add General Frontage parking requirement.
