11 <br />T <br />E <br />A <br />M <br /> <br />A <br />P <br />P <br />R <br />O <br />A <br />C <br />H <br /> <br />& <br /> <br />W <br />O <br />R <br />K <br /> <br />P <br />L <br />A <br />N <br />PROJECT UNDERSTANDING <br />The City of Arden Hills has the opportunity to develop a 1.6 <br />acre parcel within the proposed four square mile Twin Cities <br />Army Ammunition Plant (TCAAP) development, known as the <br />Rice Creek Commons. The designated parcel, located in the <br />Civic District, offers a significant and unique opportunity for a <br />major civic presence for the City. Possible programs may include <br />a new City Hall, community center, or similar public facility. <br />We understand that amending the City of Arden Hills’ 2030 <br />Comprehensive Plan with the TCAAP Master Plan will integrate <br />the Rice Creek Commons Development with the City - ensuring a <br />true benefit to the community through environmentally sensitive <br />and economically sustainable development. The TCAAP <br />Redevelopment Code and Regulating Plan will ensure: <br /> }Walkable, mixed-use, resilient and vibrant development <br /> }Recognized community design principles <br /> }Pedestrian priority and pedestrian friendly frontages <br />The City of Arden Hills understands that the Civic Building at the <br />heart of this development is truly an important and significant <br />opportunity for the city and the community. <br />Team Approach & Work Plan <br />The City of Arden Hills is committed to an organized and <br />strategic approach to this development opportunity. To facilitate <br />thoughtful decision making, the City is seeking a consultant <br />team that will: <br />1. Provide quantitative information about existing buildings <br />2. Seek input and identify trends through a community <br />engagement process <br />3. Explore unique programs and design opportunities for the <br />site and civic building <br />4. Provide budgetary data for development options. Site <br />assessment and concept design opportunities should be <br />informed by forward-looking sustainable design practices <br />which exemplify environmental stewardship. <br />Situated between broad community input and the policy <br />decisions by City Council is the City appointed Civic Site <br />Task Force (CSTF). HGA will meet at regular intervals with <br />the CSTF to share and review progress in all areas of project <br />scope, discuss findings together, plan and adjust next steps as <br />needed, and review/validate that the HGA team is proceeding in <br />accordance with their direction. <br />At the end of this project scope, it is HGA’s commitment to <br />provide the City of Arden Hills a thorough and comprehensive <br />set of reports, drawings, and diagrams for each focus area <br />noted above. The final report and documents will be deemed <br />successful if they substantively inform, illuminate, and justify a <br />visionary plan for the TCAAP civic site that is embraced by all <br />stakeholders. <br />PROJECT APPROACH AND METHODOLOGY <br />PHASE 1 <br />Project Team – Roles and Responsibilities <br />The desired scope of services necessitates a collaborative team <br />of design professionals to provide exceptional rigor and quality <br />in every detail. HGA proposes a team of design professionals <br />who have all worked together on prior projects and have been <br />carefully selected to serve this scope of work. Each primary <br />scope task will be served by the best and most appropriate <br />experts who will, in turn, coordinate their work with the broader <br />team. Overall coordination and scope completion will be led by <br />Jennifer McMaster, our project manager. <br />City Hall Assessment <br />A comprehensive assessment of the condition and value of City <br />Hall can be divided into two primary areas of focus: <br />1. Physical Plant: This is a thorough assessment of the <br />building structure, enclosure, and the various engineering/ <br />operating systems that support the facility. This assessment <br />will determine the current state of these systems, life cycle <br />analysis, and short to long term maintenance requirements. <br />The analysis will begin with a ½ day on-site evaluation by the <br />entire HGA engineering and architecture team. This full team <br />integration event allows for a highly detailed introduction <br />to the building in a collaborative setting where design <br />professionals can compare, contrast, and coordinate findings <br />in real time. <br />2. Programmatic Fit: In addition the physical condition of <br />the building, the ability of the building to serve its many <br />programmatic functions now and in the future is a key <br />determinant in the assessment of City Hall. The building’s <br />ability to support the diverse work of city staff, to welcome and <br />serve the citizens of Arden Hills, and to express the identity of <br />Arden Hills are all included in this evaluation. Ted Redmond, <br />with support from Victor Pechaty, will lead this analysis using <br />the tools of: on-site observation, staff interviews, review of <br />existing building plans, and benchmarking the Arden Hills <br />City Hall against current and future city hall programming. <br />A comparison of outcomes from each analysis will determine <br />the functional/programmatic appropriateness of the facility <br />now and in the future.
