If an application is found to be <br />incomplete, the JDA review schedule may be subject to change. <br /> <br />4. 60 Day Review Period <br />Minnesota State Statute requires that land use approval bodies process applications within 60 <br />days of receiving a complete application. This requirement will apply to development proposals <br />reviewed by the JDA as well. The initial 60‐day review period may be extended for an additional <br />60 days for reasons that pertain to the proper review of an application with notification to the <br />applicant. With the applicant’s permission, the 120‐day review period may also be extended. <br /> <br />5. Project Review <br />During the application review process, comments from the following parties may be obtained, <br />when applicable. JDA staff may contact other affected parties for comments based on the <br />details of the proposed project. <br /> City Engineer <br /> City Building Official <br /> Ramsey County Public Works <br /> Ramsey County/TCAAP Management Team <br /> Ramsey County Sheriff’s Department <br /> Lake Johanna Fire Department <br /> Minnesota Department of Transportation <br /> Rice Creek Watershed District <br /> <br />6. Development Review Committee <br />Certain projects may require the entities listed above to convene as a Development Review <br />Committee to discuss the project in greater detail. This meeting typically takes place the week <br />following the submittal deadline. <br /> <br />7. Public Notices <br />Required public notifications are prepared and sent once an application is found to be complete. <br />This will include a public hearing notice published in the City’s official newspaper and a mailing <br />sent to affected property owners within the vicinity of the proposed project. All notices and <br />mailings are required to be published or received a minimum of 10 days before the public <br />hearing date. <br /> <br />8. JDA Review <br />The JDA will review development proposals at work sessions and regular meetings, however, <br />formal action on an application can only take place during a regular meeting. The purpose of the <br />work session is to give the applicant an opportunity to receive preliminary feedback from the <br />JDA on a proposal prior to submitting a formal application. Attending a work session is optional <br />and not required. <br /> <br />9. Development Agreements and Contracts <br />The JDA will need to approve agreements and contracts associated with approved development <br />projects. These agreements or contracts will be approved concurrently with the JDA’s approval <br />of the land use application or at the next regularly scheduled JDA meeting. <br />
