Joint Development Authority <br />Monday, March 6, 2017 <br />Arden Hills City Council Chambers <br />Minutes <br />5:30 pm <br />Present: <br />Joint Development Authority: Chair Jonathan Wicklund, Commissioner Blake Huffman, <br />Commissioner Dave McClung, Commissioner David Grant, Commissioner Rafael Ortega <br />Also present: Sue Iverson (Arden Hills); Matthew Bachler, (Arden Hills); Josh Olson, (Ramsey <br />County); Heather Worthington (Ramsey County) <br />Roll call taken. <br />Approval of Agenda <br />Motion by Commissioner Huffman seconded by Commissioner Ortega to approve the agenda as <br />presented. Motion carried. <br />Approval of December 21, 2016 Minutes <br />Motion by Commissioner Ortega seconded by Commissioner Grant to approve the minutes as <br />presented. Motion carried. <br />Approval of February 6, 2017 Minutes <br />Motion by Commissioner Ortega seconded by Commissioner Grant to approve the minutes as <br />presented. Motion carried. <br />Public Inquiries/Informational <br />None <br />Consent Agenda <br />None <br />Old Business - JDA Planning Process/Procedures <br />JDA Attorney Jenny Boulton provided the JDA with a summary on the planning process and <br />procedures. She described how potential developments within TCAAP would be reviewed and <br />approved by the JDA. She discussed the importance of establishing a record of facts, which was <br />to include an application, reports, exhibits, conversations and testimony for items that would <br />be approved or denied. She explained that reasons for denial or approval would have to be <br />clarified by the JDA. <br />
