TCAAP Energy Integration Resiliency Framework <br />Brief <br /> <br /> <br /> 5 <br />built during the early phases of site development and would be financially beneficial, financeable, <br />practical, and achievable. The Framework also provides a detailed analysis of the optimal initial energy <br />efficiency strategies, including site and building planning, demand-side management, advanced <br />technology, and building design. Energy supply and energy efficiency solutions at TCAAP will also be <br />influenced by collaboration between partners, including the MNARNG and Xcel Energy. These <br />partnership opportunities are immediate and implementable to meet the loads of the buildings that <br />are currently in the area, as well as the future buildings expected to be built within TCAAP and nearby. <br />During development of the White Paper, the ERAB outlined their vision and guiding principles for <br />TCAAP energy development. <br />Partnership Opportunities (Outlined in Section 2) <br />The Project Team has begun to assess several potential partnerships, including infrastructure and <br />operations opportunities with the local utility provider, Xcel Energy, and MNARNG. The MNARNG owns <br />and operates the Arden Hills Army Training Site (AHATS) adjacent to the TCAAP site. The MNARNG has <br />developed a master plan for the buildings on its site that includes the goals of net-zero energy, water, <br />and waste, and is currently working on implementation plans to achieve these goals.
