TCAAP Energy Integration Resiliency Framework <br />Brief <br /> <br /> <br /> 6 <br />expressed a strong interest in collaborating with the County and JDA on the development of energy <br />solutions for the area. <br />Xcel Energy is committed to reaching energy efficiency and <br />renewable energy goals, as well as the potential for innovative <br />demonstration projects that showcase energy efficiency and <br />resilient energy. Xcel Energy leadership has expressed a <br />commitment to partnership with the County in the implementation <br />of the energy plan for TCAAP, and the County should continue to <br />pursue opportunities that can benefit both parties and achieve the <br />energy vision for TCAAP. <br />Additionally, there are two areas for additional partnership. The <br />Ramsey County Public Works (RCPW) facility on County Highway 96 is an existing facility adjacent to <br />AHATS and TCAAP. In the Primer Tracer area on the north edge of TCAAP and AHATS, the Department <br />of Public Safety is contemplating the installation of an emergency operations facility. Both of these <br />facilities should be considered when planning energy solutions for the area. Through partnership <br />discussions, a number of immediate and implementable partnership opportunities were identified to <br />meet the loads of the buildings that are currently in the area, as well as the initial buildings expected to <br />be built at TCAAP. <br />Energy Source Recommendations (Outlined in Section 3) <br />After evaluating a range of possible energy sources and considering the TCAAP goals, timeline, and <br />resources, the Project Team recommends the development of solar PV, CHP, low-temperature district <br />energy system, and the foundational components of a future microgrid. Beyond meeting the energy <br />needs of customers and the goals of stakeholders, these recommendations are customized to the <br />distinctive features of TCAAP. <br />When considering the recommended technologies, it is important to consider the potential CO2 <br />reductions that accompany these strategies. In total, over 8510 tons of CO2/year can be avoided, which <br />is the equivalent of removing 1625 cars from the road each year. The environmental benefits of <br />reduced greenhouse gas emissions will be further increased through integration with the other energy <br />supply alternatives recommended and implementation of demand-side management strategies, <br />ultimately leading to more sustainable redevelopment of TCAAP and the long-term potential of <br />reaching carbon-neutrality for the site in the future. <br />Partnerships with Xcel <br />Energy and MNARNG <br />could create unique and <br />exciting opportunities to <br />optimize energy supply <br />and energy efficiency at <br />TCAAP.
