1 Joint Development Authority TCAAP Redevelopment Project DATE: November 2, 2015 TO: Joint Development Authority Board of Commissioners FROM: Jill Hutmacher, JDA Development Director SUBJECT: Arden Hills Goals and Objectives for TCAAP Development Budgeted Amount: Actual Amount: Funding Source: n/a n/a n/a The Metropolitan Council approved the TCAAP Comprehensive Plan Amendment (CPA) on October 28, 2015. With the approval of the CPA, the TCAAP Joint Development Authority will become fully activated upon Ramsey County’s approval of the Master Plan. With the upcoming activation of the JDA, Chair Sand has requested a review of City and County goals for the TCAAP development. Discussion The City’s 2030 Comprehensive Plan establishes the City’s vision for the community. The recent TCAAP CPA did not amend the City’s overall vision, but added details and technical information now known regarding the TCAAP development. The TCAAP CPA updated the Comprehensive Plan to include information on land uses, housing and employment estimates, parks, transportation, and utilities based on the work of the City through the process of drafting and approving the AUAR and TCAAP Redevelopment Code (TRC), and the combined efforts of the City and County through the TCAAP site redevelopment infrastructure design process. The City’s goals regarding the TCAAP development are aligned to the City’s overall community vision as stated in the 2030 Comprehensive Plan. The TRC is a tool to implement the City’s overall vision in the development of TCAAP. As such, the approved TRC lists 2030 Comprehensive Plan goals which are specifically addressed through the TRC: 1. Develop and maintain a land use pattern that strengthens the vitality, quality, and character of the residential neighborhoods, commercial districts and industrial areas, while protecting the community’s natural resources to develop a sustainable pattern for future development.
