With the approval of the CPA, the TCAAP Joint Development Authority will become fully activated <br />upon Ramsey County’s approval of the Master Plan. With the upcoming activation of the JDA, Chair <br />Sand has requested a review of City and County goals for the TCAAP development. <br /> <br />Discussion <br /> <br />The City’s 2030 Comprehensive Plan establishes the City’s vision for the community. The recent TCAAP <br />CPA did not amend the City’s overall vision, but added details and technical information now known <br />regarding the TCAAP development. The TCAAP CPA updated the Comprehensive Plan to include <br />information on land uses, housing and employment estimates, parks, transportation, and utilities based <br />on the work of the City through the process of drafting and approving the AUAR and TCAAP <br />Redevelopment Code (TRC), and the combined efforts of the City and County through the TCAAP site <br />redevelopment infrastructure design process. <br /> <br />The City’s goals regarding the TCAAP development are aligned to the City’s overall community vision as <br />stated in the 2030 Comprehensive Plan. The TRC is a tool to implement the City’s overall vision in the <br />development of TCAAP. As such, the approved TRC lists 2030 Comprehensive Plan goals which are <br />specifically addressed through the TRC: <br /> <br />1. Develop and maintain a land use pattern that strengthens the vitality, quality, and character <br />of the residential neighborhoods, commercial districts and industrial areas, while protecting <br />the community’s natural resources to develop a sustainable pattern for future development. <br /> <br /> <br /> <br />Attachment A <br /> <br /> <br />MEMORANDUM <br />
