Joint Development Authority
TCAAP Redevelopment Project

We anticipate that this grant could cover placemaking enhancements in the Town Square portion of the
site with regard to pedestrian access, street‐level improvements such as sidewalks, paths, lighting and
seating, as well as a functional amenity that would serve as a focal point at the entrance to the site from
County Road H.

Application Process

Either the City or the County may apply for LCA grants. The JDA is not an eligible applicant. The
Metropolitan Council will not accept joint applications, and the City and County will be discussing which
entity should apply. Both City and County staff will assist with the application process.

Application materials were made available on March 31, 2014. The LCDA Project Concept Plan is due on
May 1, 2014. Given project timelines and that development must occur within three years of the grant
award, a TBRA application is planned for the fall grant cycle which has an early November deadline.
Metropolitan Council staff will evaluate PCP’s and select which projects will be invited to submit full
LCDA applications. The full LCDA applications are due on June 30, 2014.
