Joint Development Authority <br /> TCAAP Redevelopment Project <br />Tax Base Revitalization Account <br /> <br />The Metropolitan Council awards TBRA grants in the spring and fall. It is expected that $2.5 million will <br />be available in each of the spring and fall 2014 funding cycles. The average TBRA award is approximately <br />$200,000, and 25% of available funds are reserved for projects outside of Minneapolis and St. Paul. <br />Eligible expenses include soil remediation, soil vapor remediation, and ground and surface water <br />cleanup. Projects are judged on their ability to: <br /> Increase the local tax base; <br /> Add and/or preserve living wage jobs; <br /> Provide affordable housing; <br /> Support policies identified in the 2030 Regional Development Framework; and <br /> Be ready to proceed with redevelopment by having financing, land use approvals, and <br />an end user in place. <br /> <br />These dollars could be utilized to further improve sub‐grade conditions at County Road H where there is <br />currently a large infiltration gallery that may become problematic for installation of related roadway <br />improvements. Because the grant dollars must result in development within three years of the award, <br />we have pushed this application out until near the end of the remediation project timeline. <br /> <br />Livable Communities Demonstration Account <br /> <br />The Metropolitan Council awards LCDA grants on an annual basis to projects that meet statutory <br />requirements to: <br />1. Interrelate development or redevelopment and transit; <br />2. Interrelate affordable housing and employment growth areas; <br />3. Intensify land use that leases to more compact development or redevelopment; <br />4. Involve development or redevelopment that mixes incomes of residents; and <br />5. Encourage public infrastructure investments which connect communities, attract private <br />investment, and provide private sector employment opportunities. <br /> <br />In 2014, $7.5 million is available. Up to 60% of funds are available to projects outside of Minneapolis <br />and St. Paul. The average grant award is approximately $550,000. The LCDA program offers significant <br />flexibility in terms of how grant funds can be used. Eligible expenses include: <br /> local public streets (not county roads), including new streets, street realignment, reconstruction <br />of an existing street grid, street extensions or connections, street lighting and signs, and <br />permanent pedestrian features including sidewalks and benches; <br /> public‐use or shared‐use parking structures; <br /> extensions or modifications of local public sewer and water lines, or telecommunications lines; <br /> elements such as public sidewalks and trails that enhance the connectivity of the project to <br />transit and other surrounding public spaces; <br /> site‐integrated transit shelters, bike racks, and bridges for vehicle or pedestrian use; <br /> stormwater management improvements and innovative stormwater techniques; <br /> construction of placemaking functional elements or improvements including lighting, seating, <br />sidewalks, paths, and equipment/furnishings for parks, plazas, and other public areas;
