<br />Page 3 of 9 <br /> <br /> <br /> <br /> <br />Scope of Services <br />The Contractor shall design an integrated approach to efficient energy delivery and use, increased <br />energy efficiency over typical 2014 design standards, and optimized energy supply for the TCAAP site. <br />The Contractor shall prepare an Energy Integration and Resiliency Framework (EIRF), which shall <br />propose and analyze options to assure safe, reliable, efficient, flexible and resilient delivery and use of <br />energy, and also dramatically reduce the environmental impact of energy use, while enhancing comfort, <br />convenience, and cost for residents and businesses. The contractor shall conduct an analysis of the <br />intended and unintended impacts of various alternatives. The feasibility of the integrated approach will <br />be assessed primarily on energy‐related investment returns, energy supply reliability, energy efficiency, <br />environmental impact, community health benefits and also on the competitiveness of TCAAP site as a <br />whole. <br /> <br />There are two phases to the Contractor’s work. <br /> <br />A. Phase 1: White Paper to inform the City of Arden Hills’ Regulations and Policies for the TCAAP <br />Site <br /> <br />Deliverable: A written document entitled “White Paper: Energy Integration and Resiliency Advice to <br />Arden Hill’s Regulations and Policies for the TCAAP Site” <br /> <br />Timeline: The document shall be completed by October 24, 2014. <br /> <br />Actions: <br />a. The Contractor shall facilitate meetings with the City and County staff and consultants to outline <br />and develop an energy vision statement for this site, including clearly defined energy goals, <br />consistent with the City’s planning work to date. The vision, goals and strategies will form the <br />basis for the development of the Framework White Paper as well as the final EIRF. <br />b. The Contractor shall prepare an initial review of potential energy supply alternatives (see item B. <br />2., below) that could be integrated into development at the TCAAP site. <br />c. The Contractor shall identify a range of demand-side actions that conserve energy and promote <br />energy efficiency, and identify those that can be influenced by local regulation and policy. <br />d. The Contractor shall identify recommendations for City policies and regulations that promote <br />the energy vision and goals, and assure flexibility in supply side and demand side management <br />in the development of an energy system. Recommendations should address at a minimum <br /> local zoning and land-use authority, <br /> building and energy codes to reflect the latest standards for energy efficiency, but at a <br />minimum meeting B3 Guidelines and SB2030 standards including residential application <br />of SB2030 standards; <br /> Solar related regulations and policies, such as solar access ordinances, development <br />guidelines requiring proper street orientation, zoning requirements that contain <br />building height restrictions, and solar permits. <br /> Other regulatory and policy authorities that promote an integrated energy system. <br />e. The Contractor shall present the White Paper at a meeting of the JDA and Arden Hills City <br />Council in [month] 2014.
