<br />Page 2 of 9 <br /> <br />In November 2012, the Arden Hills City Council and Ramsey County Board approved a Joint Powers <br />Agreement (JPA) which establishes a partnership between the City and County with the goal of the <br />remediation and productive reuse of the 427-acre Twin Cities Army Ammunition Plant (TCAAP) site. Key <br />points of the JPA are as follows: <br /> JDA members include two County Commissioners, two City Council members, and an additional <br />non-elected City appointee. <br /> The County purchased the site from the U.S. Government and is working to remediate the site <br />to a residential standard including the demolition of remaining buildings. The County will <br />recover its costs for acquisition and remediation from land sale proceeds. <br /> The City has prepared an Alternative Urban Areawide Review (AUAR) and Master Plan. The <br />Master Plan will be approved by both the City and the County and will be implemented by the <br />Joint Development Authority (JDA). The City will recover its costs for the AUAR and Master Plan <br />through development fees. <br /> The County is responsible for the construction of a Spine Road connecting Highway 96 and <br />County Road H. The City is responsible for construction of trunk utilities. The City and County <br />will cooperate on construction of any necessary regional stormwater ponding. The City will be <br />reimbursed for its infrastructure expenditures through special assessments to developers <br />and/or property owners. <br /> <br />The site will also contain a system of wet and dry utilities that will be constructed within the proposed <br />County Road corridor. The City of Arden Hills will construct the public utilities (water, sanitary and storm <br />sewer), while right of way will be made available for private utilities (gas, electric, and <br />telecommunications). The City will be reimbursed for its infrastructure expenditures through special <br />assessments to developers and/or property owners. All utilities are required to be installed underground <br />per the City of Arden Hills Zoning Code (Section 1320.135). Regional stormwater management and <br />wetland mitigation facilities will be developed on site to manage runoff, provide treatment, and to serve <br />as an integral amenity/green corridor within the planned development. <br /> <br />The City of Arden Hills is working with Kimley-Horn and Associates, LLC, to work on various planning <br />tools. A draft Alternative Urban Areawide Review (AUAR) has been completed, and can be found at <br />(www.cityofardenhills.org/documentcenter/view/859). A TCAAP Master Plan is in final stages of <br />approval; information can be found at http://mn-ardenhills.civicplus.com/index.aspx?NID=373. The City <br />expects to complete Regulations & Policies for the TCAAP site by early 2015. <br /> <br />Description of proposed project <br />The successful Responder to this RFP will produce one white paper to inform the City’s Regulations and <br />Policies for the TCAAP Site, and one final Energy Integration and Framework document, which can <br />inform development decisions in relation to energy. <br /> <br />Local governments have a range of potential opportunities to facilitate implementation of wise energy <br />use through zoning, regulations, ordinances, policies and programs. An integrated energy system is one <br />that combines aspects of multiple systems and technologies to achieve greater efficiencies than any <br />single system could solely achieve. Integrated energy systems can help solve the challenges that prevent <br />a renewable energy technology from reaching its full potential, thereby making it more viable and cost- <br />effective. The work described in this RFP will inform policy, strategic and technical decisions related to <br />development of the TCAAP site over the next 50 years. <br />
