The Contractor shall prepare a conceptual blueprint that sets out the potential design for an integrated energy system at the site, including technology descriptions, partnership opportunities; life-cycle costing, procurement approaches, financing strategies, and a timeline. c. The Contractor shall identify energy-related metrics for the EIRF goals to assess progress on at least an annual basis in a scorecard available to the public. d. The Contractor shall identify action steps and recommendations, identify specific actions and responsible parties to implement the conceptual blueprint. Instructions to proposers Proposals shall be prepared two-sided on 8-1/2" x 11" recycled paper and should not exceed a maximum of 20 pages total (10 pages of two-sided printing). Proposers should sequentially number all pages throughout or by section. Proposers should submit proposals as one (1) unbound original and a Microsoft Windows compatible electronic version on CD or USB drive. The proposal should be clear and understandable when reproduced in black and white. Examples of the proposers’ work products need not conform to the 8 -1/2" x 11" paper requirement and will not count against the 20 page su bmission limit. All text and exhibits should be succinct and relevant to the RFQ requirements. Proposal Content 1. Letter of Transmittal Address the letter of transmittal to Ramsey County Manager’s Office, Attention: Heather Worthington, Ramsey County Courthouse, 15 West Kellogg Boulevard, Saint Paul, MN 55102. a. Identification of the offering firm(s), including name, address, telephone number, email address, and website URL of each firm; b. Name, title, address, telephone and fax numbers and e-mail address of contact person during period of proposal evaluation; c. Signature of a person authorized to bind the offering firm to the terms of the proposal. Proposals shall include the following information, preferably in the following order: 2. Qualifications and Experience List and provide examples of, a minimum of three (3) similar projects involving planning, design, and/or management of energy systems undertaken by the proposer, including two within the last five (5) years. For each project, provide the client’s name, address and telephone number for a contact person currently available who is familiar with the firm’s performance on each project listed. Describe the scope of the project, the type of client (commercial, government, etc.), the goals and objectives that defined success and whether or not those goals and objectives were achieved and elaborate on the type of services provided. Describe any problems encountered during the project and solutions devised.
