The Contractor shall prepare a conceptual blueprint that sets out the potential design <br />for an integrated energy system at the site, including technology descriptions, <br />partnership opportunities; life-cycle costing, procurement approaches, financing <br />strategies, and a timeline. <br />c. The Contractor shall identify energy-related metrics for the EIRF goals to assess progress <br />on at least an annual basis in a scorecard available to the public. <br />d. The Contractor shall identify action steps and recommendations, identify specific <br />actions and responsible parties to implement the conceptual blueprint. <br /> <br />Instructions to proposers <br />Proposals shall be prepared two-sided on 8-1/2" x 11" recycled paper and should <br />not exceed a maximum of 20 pages total (10 pages of two-sided printing). <br />Proposers should sequentially number all pages throughout or by section. <br />Proposers should submit proposals as one (1) unbound original and a Microsoft <br />Windows compatible electronic version on CD or USB drive. The proposal should <br />be clear and understandable when reproduced in black and white. Examples of <br />the proposers’ work products need not conform to the 8 -1/2" x 11" paper <br />requirement and will not count against the 20 page su bmission limit. All text and <br />exhibits should be succinct and relevant to the RFQ requirements. <br /> <br />Proposal Content <br /> <br />1. Letter of Transmittal <br />Address the letter of transmittal to Ramsey County Manager’s Office, Attention: <br />Heather Worthington, Ramsey County Courthouse, 15 West Kellogg Boulevard, Saint <br />Paul, MN 55102. <br />a. Identification of the offering firm(s), including name, address, telephone <br />number, email address, and website URL of each firm; <br />b. Name, title, address, telephone and fax numbers and e-mail address of contact <br />person during period of proposal evaluation; <br />c. Signature of a person authorized to bind the offering firm to the terms of the <br />proposal. <br /> <br />Proposals shall include the following information, preferably in the following order: <br /> <br />2. Qualifications and Experience <br /> List and provide examples of, a minimum of three (3) similar projects involving <br />planning, design, and/or management of energy systems undertaken by the proposer, <br />including two within the last five (5) years. For each project, provide the client’s name, <br />address and telephone number for a contact person currently available who is familiar <br />with the firm’s performance on each project listed. Describe the scope of the project, <br />the type of client (commercial, government, etc.), the goals and objectives that defined <br />success and whether or not those goals and objectives were achieved and elaborate on <br />the type of services provided. Describe any problems encountered during the project <br />and solutions devised. <br />
