<br />Page 7 of 9 <br /> <br />individual from that jurisdiction that can provide information regarding the quality <br />of services provided by your firm, including the contact person’s email address, and <br />phone number. <br /> <br /> <br /> <br />Evaluation Criteria <br />The County’s evaluation of proposals will be based on the extent to which each proposal meets the <br />requirements of the RFP and the extent to which the Proposer is able to successfully perform the <br />services sought by the County. The proposal must be complete and include all necessary information to <br />be considered for full evaluation. For all proposals, an assessment of each proposal will be made using <br />the following criteria: <br /> <br /> The extent to which the proposal content meets the requirements of the solicitation. (30%) <br />o The proposal is complete and fully addresses the requirements; <br />o Scope of Work is realistic, coherent and achievable, and includes all issues raised in RFP; <br />o Appropriateness of proposed Scope of Work to investigate issues raised in RFP; <br />o The Proposer’s understanding of the project scope and insight on issues raised in RFP; <br /> <br /> Work Plan and Deliverables (25%) <br />o Sound approach, methodology, and plan which is likely to produce desired results: <br />o Timeline conforms to time constraints and is realistic and achievable for tasks and subtasks. <br />o Outlines for proposed white paper and final report address all issues raised in RFP in clear, <br />systematic and effective way; <br />o Outlines and submitted writing sample(s) demonstrate Responder’s ability to produce a <br />white paper and primary research study report of the depth and quality required; <br />o Value of additional proposed final deliverable(s), if applicable <br /> The qualifications, abilities and experience with energy planning of the Proposer’s team to <br />perform the proposed work. (30%) <br />o Quality, experience and evidence of technical capability of project team; <br />o Demonstrates staff credentials for successful completion of outlined research plan; <br />o Staff resources adequate and appropriate to project tasks; <br />o Past work of organization related to objectives; <br />o Organization demonstrates understanding of energy planning issues; <br />o Organization demonstrates ability and experience to present creative and economically <br />viable solutions; <br />o Organization demonstrates readiness to complete project; <br /> <br /> Budget (15%) <br />o Value of project outcomes to amount of funding requested; <br />o Realistic budget for scope of work proposed. <br /> <br />PROPOSAL PROCESS & TIMELINE <br />Proposal Process <br />For consideration in this funding round, the Responder must follow the specified deadlines, process and <br />format outlined in this RFP.
