Ramsey County Finance has <br />prescribed language for a complete RFP (including boilerplate language, and other restrictions and <br />expected responses), which may alter some of the content in this draft. <br /> <br />Ramsey County <br />Office of the County Manager <br />Request for Proposals <br /> <br />Development of an Energy Integration and Resiliency Framework for TCAAP <br />Development <br /> <br />Purpose <br />Ramsey County is requesting proposals from energy and environmental planning firms for the <br />comprehensive development of an Energy Integration and Resiliency Framework for the 427-acre TCAAP <br />site purchased by Ramsey County, located in Arden Hills, Minnesota. This framework will have a 50-year <br />horizon, and will define the energy and resiliency goals and strategies for development of the site, and <br />provide policy and technical guidance to public and private sector decision makers. <br /> <br />The development of a comprehensive Energy Integration and Resiliency Framework (EIRF) has been <br />identified as a key complement to the community’s plans to guide development, and to merge <br />community-wide goals identified in the City’s TCAAP Master Plan with strategies that assure <br />development of infrastructure that integrates sound energy principles, which in turn support long term <br />environmental and economic sustainability. An ideal energy system for the site will minimize emissions <br />of criteria pollutants and greenhouse gases (GHG), minimize peak power demand, enhance energy <br />security by providing local and more reliable sources of energy, reduce energy cost volatility, and <br />strengthen the local economy by spending more energy dollars locally. <br /> <br />This contract opportunity is meant to help the Joint Development Authority and City of Arden Hills to <br />critically evaluate and frame the role of energy in future development, identify significant opportunities <br />for the design of an energy system that sustains stable economic development, reduces adverse <br />environmental impacts, and supports a high quality of life and a healthy lifestyle. <br /> <br />Background <br />The Twin Cities Army Ammunition Plant (TCAAP) and the Arden Hills Army Training Site (AHATS) <br />comprise nearly 2,370 acres in the northern third of Arden Hills, MN. The TCAAP site and its history as an <br />ammunition manufacturing facility play a significant role in the incorporation and development of Arden <br />Hills. Chlorinated solvents were discovered in the neighboring city of New Brighton groundwater wells in <br />1981. The TCAAP site was placed on the Federal National Priorities (Superfund) list in 1983. Since that <br />time, extensive environmental investigation and remediation has occurred. <br /> <br />Ramsey County purchased the 427-acre TCAAP site and entered into a fixed-price demolition and <br />remediation contract with Carl Bolander and Sons in April 2012. At this time, nearly all of the buildings in <br />the redevelopment area have been demolished, and soil remediation has begun. The site will be cleaned <br />to Minnesota Pollution Control Agency (MPCA) residential standards. The demolition and remediation <br />project is expected to be complete in mid-2015. <br />
