Joint Development Authority TCAAP Redevelopment Project DATE: August 4, 2014 TO: Joint Development Authority Board of Commissioners FROM: Beth Engum, Ramsey County Project Manager SUBJECT: Infrastructure Study Update Budgeted Amount: Actual Amount: Funding Source: n/a n/a n/a The Kimley-Horn/Wenck team is moving full-speed ahead with analysis and preliminary design of the TCAAP site infrastructure. Progress has been made on a majority of the tasks. Boundary and topographic survey of the site are substantially complete. Having this information will aid in the analysis of existing site conditions and design of infrastructure. Gathering of existing data as well as coordination with Rice Creek Watershed District (RCWD) has begun for wetland and stormwater design and permitting. The first step toward development of the green spine is drafting of a comprehensive stormwater management plan, which will go to the RCWD Board for approval this fall. Data gathering and analysis for the site sanitary sewer and watermain is underway. Conversations with private utility providers (electric, gas, communications, cable) will begin in the next month in order to coordinate distribution facilities with public infrastructure. Preliminary spine road design discussions have begun with development of a roadway typical section and alignment. Significant progress on design of the spine road will occur over the next two months. A roundabout concept has been developed for the intersection of Old Highway 8 and County Road I in order to provide local and emergency access from the thumb to the north. The one- lane roundabout, which proposes to combine the County Road I intersections with Old Highway 8 and the 35W ramps/Rice Creek Parkway, has been well received by Shoreview, MnDOT, and FHWA staff. The next step in the preliminary design of these intersection improvements is preparation of a geometric layout for MnDOT approval in the coming months. AGENDA ITEM 6a MEMORANDUM
