Joint Development Authority – JUNE 2, 2014 4 <br /> <br />Commissioner Holden stated she was surprised by the Energy Task Force recommendation <br />made this evening and questioned the process for calling or holding a JDA Work Session <br />meeting. She stated it would help her to have advance notice for items or to have matters <br />discussed in work session. <br /> <br />Chair Sand discussed the process that has been followed to date. <br /> <br />Administrative Director Worthington reported that if any members wanted to bring forth an <br />item, this could be done and would be consistent with how the County operates. She <br />mentioned there was a melding of the City and County in terms of process and pr ocedure. <br /> <br />Commissioner Ortega discussed the transparency of the JDA’s work. <br /> <br />Mike Norton, Kennedy & Graven, recommended all communication regarding meeting topics <br />be made through the Administrative Director because of the open meeting laws. <br /> <br />Administrative Director Worthington reviewed the process followed to create the agenda and <br />stated a worksession meeting may be the best option to provide additional time for in depth <br />discussions. <br /> <br />Chair Sand recommended staff discuss the idea of a worksession meeting and how this would <br />be scheduled and suggested this matter be brought back to the JDA for further comment. <br /> <br />Development Director’s Report <br /> <br />Development Director Hutmacher updated the Authority on the master planning process. <br /> <br />Commissioner Huffman thanked staff for the detailed report. He requested further information <br />on the size of the softball complex. <br /> <br />Development Director Hutmacher explained that approximately nine acres were needed for the <br />softball complex. <br /> <br />Commissioner Huffman questioned the land value implications of turning this much land into a <br />park. <br /> <br />Development Director Hutmacher deferred this question to Mark Ruff. <br /> <br />Mark Ruff, Ehlers & Associates, explained that the property along Highway 10 was the most <br />valuable. Therefore, if possible, the fields should be located elsewhere on the TCAAP property. <br />He estimated there would be a 25 acre net loss of developable acres for the parks. He <br />anticipated that the overall financial impact would be $4-4.5 million. <br />
