Joint Development Authority – JUNE 2, 2014 5 <br /> <br />Commissioner Huffman questioned the tax implications over the next 20 years for the park <br />land. <br /> <br />Mr. Ruff stated both the City and County would be impacted by the loss of tax revenue from <br />new developments and estimated this amount to be about $500,000 annually over the ne xt 20 <br />years. <br /> <br />Commissioner Huffman expressed concern with the proposed softball complex and park space <br />given the financial and tax implications. <br /> <br />Commissioner Ortega stated the County wanted to increase both jobs and the tax base. He <br />indicated he would need to be provided with more information on the financial implications of <br />the increase park acreage before he could support the plan . <br /> <br />Commissioner Holden understood the softball complex would come at a price. However, she <br />believed that the complex would be a valuable amenity to the new businesses that chose to <br />locate on TCAAP. <br /> <br />Commissioner Grant commented the land use map had just been revised and he agreed <br />additional information was needed regarding jobs and potential businesses along with the <br />financials. <br /> <br />Further discussion ensued regarding the density, building layout and design of the TCAAP site. <br /> <br />Commissioner Huffman questioned when the JDA would review the master plan again. <br /> <br />Development Director Hutmacher commented the JDA, according to the Joint Powers <br />Agreement, has no formal role regarding approval of the master plan. The City creates and <br />approves the master plan and the County would approve it, and then the JDA would implement <br />it. <br /> <br />Chair Sand recommended the JDA members attend the June 16, 2014, City Council meeting if <br />wishing to provide comments. <br /> <br />Development Director Hutmacher provided information on the draft AUAR and public <br />comments received. <br /> <br />Administrative Director’s Report <br /> <br />Administrative Director Worthington presented the Apri l and May activity report. She <br />discussed in detail the events planned at TCAAP scheduled for Friday, June 6 th. It was noted the <br />final building destruction would begin that day and it was the 70 th anniversary of D-Day. <br /> <br />Consultant Reports
