Joint Development Authority TCAAP Redevelopment Project DATE: August 4, 2014 TO: Joint Development Authority Board of Commissioners FROM: Mark Ruff and Stacie Kvilvang - Ehlers SUBJECT: Developer Advisory Panel Budgeted Amount: Actual Amount: Funding Source: n/a n/a n/a Requested Action Recommend that the City work with a developer advisory panel for market input on the infrastructure study and regulations and policies Discussion The City, County, and JDA are in the midst of several important processes for the TCAAP development including the infrastructure study and development regulations and policies. Our experience with large redevelopment projects is that timely, private sector developer input early in these processes will lead to actual development commencing that meets the community’s vision and a better product in the long- term. Developer input, however, requires more than a brief discussion. It often requires a longer-term relationship to assist in building credibility and trust on both sides. We recommend that the City work with a selected panel of quality developers with expertise in the various areas of development and are of the opinion that the City will find it beneficial as they undertake the development of the regulations and policies portion of their work (i.e. understand market perspective on what developers have found to work or not work in trying to develop what a particular city wants in relation to their vision/master plan, etc). In addition, it will be beneficial to the County and JDA when they move forward to “seek” qualified developers and implement the master plan and accompanying regulations and policies approved by the City.
