Joint Development Authority—JUNE 2, 2014 4 Commissioner Holden stated she was surprised by the Energy Task Force recommendation made this evening and questioned the process for calling or holding a JDA Work Session meeting. She stated it would help her to have advance notice for items or to have matters discussed in work session. Chair Sand discussed the process that has been followed to date. Administrative Director Worthington reported that if any members wanted to bring forth an item, this could be done and would be consistent with how the County operates. She mentioned there was a melding of the City and County in terms of process and procedure. Commissioner Ortega discussed the transparency of the JDA's work. Mike Norton, Kennedy & Graven, recommended all communication regarding meeting topics be made through the Administrative Director because of the open meeting laws. Administrative Director Worthington reviewed the process followed to create the agenda and stated a worksession meeting may be the best option to provide additional time for in depth discussions. Chair Sand recommended staff discuss the idea of a worksession meeting and how this would be scheduled and suggested this matter be brought back to the JDA for further comment. Development Director's Report Development Director Hutmacher updated the Authority on the master planning process. Commissioner Huffman thanked staff for the detailed report. He requested further information on the size of the softball complex. Development Director Hutmacher explained that approximately nine acres were needed for the softball complex. Commissioner Huffman questioned the land value implications of turning this much land into a park. Development Director Hutmacher deferred this question to Mark Ruff. Mark Ruff, Ehlers & Associates, explained that the property along Highway 10 was the most valuable. Therefore, if possible, the fields should be located elsewhere on the TCAAP property. He estimated there would be a 25 acre net loss of developable acres for the parks. He anticipated that the overall financial impact would be $4-4.5 million.
