Administrative Director Worthington commented updates would be provided verbally and/or in
writing on a monthly basis.
Commissioner Grant asked if City officials had to go through the County with questions for
Kimley-Horn.
Public Works Director Maurer explained that technically the infrastructure study contract was
with the County.
Administrative Director Worthington commented that the contract was intended to have the
City and County at the table with the consultants working as a team. She clarified that Terry
Maurer and Beth Engum were leading the effort.
Public Hearin
None
New Business
Process for Appointment of Advisory Boards
Administrative Director Worthington presented research on a process to appoint members to
advisory boards to the JDA and recommended an appointment process as follows:
1. JDA would establish the advisory board and call for applicants at that meeting
2. The notice would be posted on the City and County websites, and at City Hall in writing
3. Applications would be received until the middle of the following month (about 2 weeks
prior to the next JDA meeting)
4. Applicants would submit an application form, along with their resume or curriculum
vitae
5. All JDA members could review candidates and recommend one candidate per
commissioner, with the JDA Chair appointing the chair of the advisory board
6. The majority of advisory board members would be either residents or business owners
in Arden Hills; all candidates must reside or own a business in Ramsey County.
Applicants would fill out the advisory board application form. Staff requested the JDA make a
formal call for applicants for the Energy Resilience Advisory Board. Notice would be posted on
the City and County websites and at the Arden Hills City Hall.
Commissioner Holden questioned how many members would be on the advisory board.
Administrative Director Worthington reported the advisory board would have five
commissioners. Each commissioner on the JDA could recommend one advisory board member.
Discussion ensued regarding the makeup of the advisory board.
