Ehlers has taken this approach with other cities previously, and the process has been <br />beneficial to cities. <br />Discussion ensued regarding the creation of a Developer Advisory Panel. <br />Chair Sand indicated the recommendation of staff was for the JDA to recommend the City <br />convene a Developer Advisory Panel for market input on the infrastructure study and <br />regulations and policies. <br />Motion by Commissioner Grant seconded by Commissioner Huffman to recommend that the <br />City convene a Developer Advisory Panel for market input on the infrastructure study and <br />regulations and policies. Motion carried. <br />Old Business <br />Infrastructure Study <br />Public Works Director Maurer presented an update on the infrastructure study to the JDA. The <br />consultant team of Kimsey -Horn and Wenck have been working on a boundary, topographic and <br />tree survey of the site. The team has been meeting with the Rice Creek Watershed District on <br />wetlands and stormwater; with Mounds View on sewer flow; and with FHWA, MnDOT, <br />Shoreview, and Arden Hills on transportation issues. The consultant team will present <br />information to the City Council on the water and sewer system on August 11. <br />Discussion ensued regarding the use of roundabouts within TCAAP. <br />Appointment of Energy Resilience Advisory Board <br />Administrative Director Worthington presented the staff report. As was discussed at the July <br />meeting, each Commissioner is requested to appoint one board member, and the JDA chair <br />may appoint the board chair. <br />Chair Sand discussed the eight members of the community that had submitted applications for <br />the Energy Resilience Advisory Board. <br />Discussion ensued regarding the advisory board appointments. <br />Chair Sand reported the appointments were as follows: Kent Benscoter, Andrew Holewa, Kate <br />Knuth, James Ostlund, and Lyle Salmela shall serve as Chair. <br />Public Hearing <br />None <br />
