Public Involvement Plan 2 May 2013 <br />3.0 Public Involvement Process <br />3.1 Goals, Objectives, and Expected Outcomes <br />The goal of the public involvement process is to develop a myriad of opportunities for a wide variety of stakeholders <br />within the community to be educated, engaged in, and enthusiastic about the planning process and the project. An <br />innovative and collaborative public participation process can be an opportunity to identify new ideas and assets within <br />a community, build civic capacity and engagement, and lay the foundation of support for the implementation of the <br />recommendations that result from the planning process. <br />The objectives of the public involvement process are as follows: <br />1.To provide clear and comprehensive information on the planning process and outcomes so that the <br />community feels educated and able to effectively participate in the process <br />2.To reach out to and engage stakeholders in ways which are effective and accessible to a variety of <br />participants <br />3.To create a planning process that is open and transparent so the community feels its input is heard and <br />valued <br />4.To seek input from the community at key milestones in the planning process to ensure key concepts and <br />recommendations are fully understood and reviewed <br />5.To lay the groundwork for community knowledge about and support for the plan concepts, <br />recommendations, and implementation <br />The expected outcome from the public involvement process is the development and adoption of a planning report <br />that clearly reflects the community’s input and has the community’s support for implementation. To achieve this <br />outcome, however, the public involvement process must be collaborative as well as flexible. It will be incumbent upon <br />the City Staff and the Consultant Team to continually evaluate the public involvement activities and communication <br />methods to ensure the process is meeting the needs of the various stakeholders. <br />3.2 Stakeholders <br />The TCAAP site represents a very large portion of the City. In order for development to reflect the values and goals <br />of the people it will affect, a broad engagement in necessary to provide input. The result of quality stakeholder <br />outreach will be a project with strong support. <br />Anticipated stakeholders are listed below. Not all of these parties will be engaged at the same level; i.e. some will <br />receive notices for public meetings, while others will be engaged in specific dialogue. This will be determined based <br />on type of activities planned, the interest of the stakeholder in the particular issue(s) being discussed, and input from <br />city and county staff.
