SPPA has redeveloped 433 acres with a net increase of 9,168 jobs and $13,789,677 in tax <br />base. <br /> <br /> Mr. Kramer and Mr. Weinhagen reported on the results of SPACC’s regional strategic business <br />assessment. The analysis was performed on a five-mile concentric circle to Arden Hills City Hall. <br />Manufacturing captures 18.2% of employment in the study area. Manufacturing includes businesses <br />such as Boston Scientific that use a highly-educated workforce to produce high-technology products in <br />a clean environment. Health care and retail are also significant industrial sectors in the study area. <br />The predominant commuting patterns are from the north/northwest and south/southeast. Mr. <br />Kramer highlighted the proximity of Bethel University as an asset for businesses that want their <br />employees to seek higher education in a location convenient to the workplace. <br /> <br />Development Director’s Report <br />Jill Hutmacher reported on the Master Plan and a pilot project with SPACC at Land O’Lakes to involve <br />young professionals in the planning process. <br /> <br />Kimley-Horn is working on analysis and pre-design work for the County Road H and Highway 96 <br />intersections with I-35W related to the contract amendment requested by Ramsey County. <br /> <br />Gateway Planning, Kimley-Horn’s subconsultant for the regulations and policies, has met with staff and <br />consultants to discuss the City’s existing policies and consider which regulations or policies may need <br />to be amended for TCAAP. <br /> <br />On October 14, 2013, the City Council issued an order for the Alternative Urban Areawide Review <br />(AUAR) and approved a Zoning Scenario and a Maximum Development Scenario. <br /> <br />The final Master Plan and the draft AUAR are both expected to be completed in spring 2014. <br /> <br />Administrative Director’s Report <br />Administrative Director Worthington reported Bolander & Sons and Ramsey County received approval <br />for the Quality Assurance Action Plan (QAPP) in mid-October. This allows the sub-grade remediation <br />work to begin on the 30 acres of leased property. Bolander anticipates project completion in October <br />2015. <br /> <br />Bolander plans to work throughout the winter, especially in the remediation of Building 502. They will <br />continue sub-grade work until the ground freezes. <br /> <br />Wetland delineation work continues for use in determining where we can locate permanent wetlands <br />and water features on site. <br /> <br />The osprey nests have moved to the Arden Hills Army Training Site and the wildlife corridor. <br />Administrative Director Worthington distributed an article on the history of the nests within the TCAAP <br />property. <br />
