ARDEN HILLS CITY COUNCIL—MAY 22, 2017 7 <br /> plans, as amended by the ten (10) conditions in the May 22, 2017, Report to <br /> the City Council. <br /> Councilmember McClung proposed an addition Condition 11 which would limit the wall <br /> signage to 500 square feet. <br /> AMENDMENT: Councilmember McClung requested an amendment to the motion to <br /> add Condition 11, limiting the wall signage for the Health Partners <br /> Clinic to 500 square feet. The amendment failed for lack of a second. <br /> Councilmember Holmes stated she fully supported the request and believed the proposed <br /> improvements would be a nice addition to the clinic. <br /> Mayor Grant agreed the proposed enhancements and signage would improve the clinics <br /> visibility. <br /> Councilmember Holden called the question. <br /> The motion carried 4-1 (McClung opposed). <br /> B. Rice Creek Watershed District Maintenance Agreement for Stormwater <br /> Management Facilities—3930 and 3928 Northwoods Drive <br /> Senior Planner Bachler stated Health Partners has requested a Master and Final PUD in order to <br /> complete a building addition and parking lot expansion at their existing medical clinic located at <br /> 3930 and 3928 Northwoods Drive. There is an existing stormwater pond on the subject property <br /> that serves the development as well as other properties on Northwoods Drive. A Grant of <br /> Permanent Easement for the stormwater pond was signed by the City and Health Partners in 2010. <br /> Under the easement, the City is responsible for maintaining the non-landscaped portion of the <br /> stormwater pond, including the inlet and outlet structures and removal of debris. <br /> Senior Planner Bachler explained the proposed Health Partners project requires a permit from <br /> the Rice Creek Watershed District (RCWD). One of the conditions of approval for the RCWD <br /> permit is that an updated Maintenance Agreement for the existing stormwater pond be approved. <br /> Since the City is responsible for the pond's maintenance under the Grant of Permanent Easement, <br /> the Maintenance Agreement would be between the City and RCWD. Maintenance of these <br /> facilities is required by the City's Minnesota Pollution Control Agency Storm Water Pollution <br /> Prevention Permit (SWPPP). It is also consistent with Public Works policies to adequately <br /> maintain infrastructure. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve the Maintenance Agreement for Stormwater Management <br /> Facilities between the Rice Creek Watershed District and City of Arden Hills <br /> for the regional stormwater pond located at 3930 and 3928 Northwoods Drive. <br /> The motion carried (5-0). <br />
