ARDEN HILLS CITY COUNCIL – JUNE 12, 2017 3

execution of all necessary documents contained therein. The motion carried
unanimously (5-0).

6. PULLED CONSENT ITEMS

A. Motion to Authorize the Purchase and Installation of Two Speed Display
Signs for the County Road E2 School Zone

Public Works Director/City Engineer Polka stated staff is proposing the City Council authorize
the purchase and installation of two speed display signs along County Road E2 for the school
zone adjacent to Valentine Hills Elementary. She explained the Council discussed this matter in
January and reported the new signs would flash when school was in session and the speed zone
was in effect.

Councilmember Holmes stated she had no problem with the proposed signage but questioned
when the signs would be flashing. She asked if the sign would be flashing only in the mornings
and afternoons when children were walking to and from school.

Public Works Director/City Engineer Polka indicated staff would be working with the school
district and the County on this issue.

Councilmember Holmes recommended the signs be flashing for more than 15 minutes prior to
and the end of each school day.

Councilmember Holden requested staff report back to the City Council on the times the sign
would be in effect after a conversation was held with the school district.

Mayor Grant believed the new sign would be a great improvement over the current sign that was
in place. He supported staff figuring out the proper timeframe for the flashing sign.

Councilmember Holden questioned what the City would be doing with the existing school speed
zone signs.

Public Works Director/City Engineer Polka stated she would report back to the Council on this
matter at a future meeting.

MOTION: Councilmember Holmes moved and Councilmember Holden seconded a
motion to Authorize the Purchase and Installation of Two Speed Display
Signs for the County Road E2 School Zone, directing staff to meet with the
proper school district officials to establish a timeframe for the flashing signs.
The motion carried (5-0).

7.
