<br />City of Arden Hills <br />City Council Meeting for July 24, 2017 <br />P:\Planning\Planning Cases\2017\PC 17-016 - 1224 Amble Road - Minor Subdivision\Plans_17-016 <br /> <br />Page 2 of 4 <br />Park Dedication Requirements <br /> <br />The Subdivision Ordinance requires developers of subdivisions to dedicate to the public a <br />reasonable percentage of the tract to be developed. Section 1130.08, Subd. 3 of the Subdivision <br />Ordinance requires land dedication or a park development fee to meet the minimum needs for <br />parks, trails, and open space resulting from a development. <br /> <br />For residential subdivisions that results in new dwelling units of less than 2.5 units per acre, <br />applicants are required to dedicate ten percent of the buildable land area in the subdivision or pay <br />a park dedication fee of $6,500 per residential unit. Ten percent of the development would be <br />0.19 acres which would not allow for a feasible park area. The recommendation from the <br />Planning Commission includes a condition of approval that a park development fee of $6,500 be <br />paid as part of the Building Permit application for Parcel B. <br /> <br />At the Planning Commission meeting on July 5, 2017, the applicant requested that the City <br />consider waiving the park dedication requirement. The Planning Commission advised the <br />applicant that this issue would need to be addressed by the City Council. The applicant has <br />provided a letter requesting a waiver of the park dedication fee (Attachment F). <br /> <br /> <br />Additional Review <br /> <br />City Building Official <br />The City Building Official has reviewed the proposed Minor Subdivision and does not have any <br />comments at the time. A Building Permit application will be required for the new dwelling on <br />Parcel B. <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the proposed Minor Subdivision and <br />does not have any comments at this time. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission offers the following findings of fact for consideration: <br /> <br />1. The property at 1224 Amble Road is located in the LDR – Low Density Residential Land <br />Use District and the R-1 Single Family Residential Zoning District. <br />2. The applicant has submitted an application for a Minor Subdivision to split the existing <br />property into two (2) lots. <br />3. The property is properly guided and zoned for the development of an additional single <br />family dwelling. <br />4. The request proposes to use the property in a reasonable manner as a single-family <br />dwelling.
