FREQUENTLY ASKED QUESTIONS <br /> <br />Q: How was this project initiated? <br /> <br />A: On April 24, 2017, the Arden Hills City Council authorized the preparation of an engineering feasibility report for <br />2018 Pavement Management Project. <br /> <br />Q: What work is proposed? <br /> <br />A: The City of Arden Hills is working to provide residents with a safer, smoother and structurally sound roadway and <br />utility system. Although a temporary inconvenience to our daily routines, construction is necessary to ensure that <br />motorists are provided with safe and functional roads, so that repairs and improvements can be made to aging <br />underground infrastructure, and so that storm sewer can be installed and drainage issues can be addressed. <br /> <br />The 2018 Pavement Management Project is part of the City’s Pavement Management Program, which proposes specific <br />areas for reconstruction based on field review and City recommendations. <br /> <br />The 2018 Pavement Management Project includes improvements to Indian Oaks Court, Indian Oaks Trail, W Floral Dr, <br />James Cir, Gale Cir, Norma Cir, Wedgewood Cir, Brueberry Lane, and Parkshore Drive. The repaired or reconstructed <br />streets will stay in the same approximate location and concrete barrier curb will be repaired or installed to assist with <br />capturing and directing storm water runoff. <br /> <br />Q: When will this project occur? <br /> <br />A: Construction is anticipated to take place between May and October of 2018 for the improvements proposed, although <br />most substantial roadway work will occur within twelve to sixteen weeks. More detailed schedule information will be <br />available from the contractor once the project has been awarded by the City Council. <br /> <br />Q: How much is this project going to cost me? <br /> <br />A: Financing for the 2018 Pavement Management Project will come from City CIP funds and Special Assessments to <br />benefiting properties. The current assessment rate for reconstruction projects on existing streets is 50% of the <br />improvement cost for residential properties. Preliminary assessment amounts will be made available at the August <br />Neighborhood Meeting, sent to each property owner prior to the assessment hearing, and following upon request for <br />residents unable to attend. Assessments can be paid either in full within 30 days of the assessment roll being adopted by <br />the City Council by resolution or over 10 equal annual installments included with property tax payments. <br /> <br />Q: Will I always have access to my driveway? <br /> <br />A: Residents will have access to their driveways for the majority of the construction project. However, when the <br />concrete apron and concrete curb are being replaced in front of your driveway, the City requires a 5-day minimum curing <br />period with no disturbance to the concrete during this time. There may also be short periods during the day where a <br />resident may not have access to their driveway due to roadway or utility construction. Property owners will be provided <br />as much advance notification as possible when access to driveways will be restricted. During these times, which will be <br />minimized to the greatest extent possible, on-street parking will be available to residents in lieu of driveway access. <br /> <br />Q: Can entire driveways be replaced as part of the project? <br /> <br />A: Portions of driveways within the City right-of-way may be removed and replaced in kind to accommodate the <br />adjusted street elevation. If you wish to have your entire driveway replaced, the City will make the information available <br />to help you contact the contractor directly, but it will not be included in the project contract. Full driveway replacement <br />outside of the project contract is NOT assessable. If you wish to have your driveway fully paved, you will need to work <br />out a separate agreement with the Contractor directly and pay for it separately, but not all Contractors are willing to <br />perform work outside of the City project area.
