ARDEN HILLS CITY COUNCIL — JULY 24, 2017 5 <br />would like to identify improvements in Perry Park that can be included in future CIP or as staff <br />maintenance projects. Improvements could be range from resurfacing the parking lot to improving <br />the dog park to creating accessibility improvements. Community engagement is an important <br />element in the planning process. The result of this planning process would provide useful <br />information for the City to use in applying for grant funding. WSB provided a scope of work and <br />fee which was summarized as follows: <br />• Scope of Services A — Park Planning - $10,846 <br />• Scope of Services B (optional) - Grant Application Assistance - $5,000 <br />Mayor Grant questioned what benefit the City would see from the grant writing assistance. <br />Public Works Director/City Engineer Polka explained the City received a grant in the amount <br />of $150,000 last year. <br />Councilmember McClung was pleased that the City would be gaining information on how to <br />complete the master park planning process. He stated he supported this investment in the City. <br />Councilmember Holmes believed this item was a solution looking for a problem. She <br />questioned how the City would provide matching funds for the $150,000 grant for Perry Park. <br />She supported this item being further discussed at a future worksession meeting. <br />Public Works Director/City Engineer Polka clarified the report would assist the City in <br />deciding what improvements should be completed and noted the grant amount could be reduced <br />based on the findings within the report. <br />Councilmember Holmes stated she did like the idea of staff being trained for grant writing. She <br />did not understand why the Council was focusing its efforts on Perry Park. <br />Mayor Grant commented that the grant funding could be used on another park and not just Perry <br />Park. <br />Public Works Director/City Engineer Polka stated this was the case. She apologized if she <br />misunderstood the Council, but she believed, based on previous discussions of the City Council, <br />staff was directed to look more at Perry Park than Hazelnut Park. <br />Councilmember Holmes recommended this item be tabled to allow the Council more time to <br />discuss this item at a future CIP worksession meeting. <br />Mayor Grant requested further information on the timing of the grant funding. <br />Public Works Director/City Engineer Polka explained there were no pressing deadlines at this <br />time and noted the grant applications were not due until March or April. She indicated the <br />Council could move this item to a worksession to allow for more discussion. <br />City Administrator Joynes anticipated the Council would be able to address this matter in <br />September or October. <br />
