ARDEN HILLS CITY COUNCIL — JULY 24, 2017 6 <br />Mayor Grant asked who from WSB and Associates would be working on this project. <br />Public Works Director/City Engineer Polka stated Jason Amberg of WSB and Associates <br />would be supervising and the project manager would be Steven Foss. <br />Councilmember Scott explained he supported the City training staff members in grant writing in <br />order to assist the City in completing future park projects. <br />MOTION: Councilmember Holmes moved to table action on the WSB park planninp- and <br />grant application assistance for Perry Park to the anticipated September 11, 2017 <br />worksession. The motion carried (4-0). <br />C. Resolution No. 2017-018 - Planning Case 17-016 — 1224 Amble Road — Minor <br />Subdivision <br />Senior Planner Bachler stated the applicant had requested a Minor Subdivision to allow for the <br />subdivision of a single parcel located at 1224 Amble Road into two parcels (Parcel A and Parcel <br />B). The property currently includes an existing single-family dwelling and an accessory shed that <br />would be located on the proposed Parcel A. No additional improvements are proposed for Parcel <br />A at this time. Parcel B is expected to be sold for the development of a new single-family home. A <br />drainage and utility easement was proposed along the side property lines of each parcel (6 feet) <br />and along the front and rear property lines of each parcel (12 feet). <br />Senior Planner Bachler indicated the proposed Parcel A and Parcel B meet the minimum lot area <br />and dimension requirements for the R-1 District. Parcel B could be developed with a single-family <br />dwelling and meet the R-1 District structure setback and lot coverage requirements. <br />Senior Planner Bachler explained the Subdivision Ordinance requires developers of <br />subdivisions to dedicate to the public a reasonable percentage of the tract to be developed. Section <br />1130.08, Subd. 3 of the Subdivision Ordinance requires land dedication or a park development fee <br />to meet the minimum needs for parks, trails, and open space resulting from a development. <br />Senior Planner Bachler stated for residential subdivisions that results in new dwelling units of <br />less than 2.5 units per acre, applicants are required to dedicate ten percent of the buildable land <br />area in the subdivision or pay a park dedication fee of $6,500 per residential unit. Ten percent of <br />the development would be 0.19 acres which would not allow for a feasible park area. The <br />recommendation from the Planning Commission includes a condition of approval that a park <br />development fee of $6,500 be paid as part of the Building Permit application for Parcel B. <br />Senior Planner Bachler reported at the Planning Commission meeting on July 5, 2017, the <br />applicant requested that the City consider waiving the park dedication requirement. The Planning <br />Commission advised the applicant that this issue would need to be addressed by the City Council. <br />The applicant provided a letter requesting a waiver of the park dedication fee. <br />Senior Planner Bachler commented the Planning Commission offered the following findings of <br />fact for consideration: <br />
