However, the 2030 Comprehensive Plan guides the properties for <br />Medium Density Residential, which are areas designated for apartment and townhome land uses <br />providing densities of 6 to 9 units per acre. <br /> <br />The Edgewater Estates townhome development (26 units) and Park Shore apartments (37 units) <br />are located to the immediate north of the site. A single-family residential property borders the <br />site on the southeast side. The City owns an approximately 4-acre parcel of land that borders the <br />site on the west and extends north to the south side of Round Lake. This property is identified in <br />the 2030 Comprehensive Plan as being part of the Arden Hills parks system, but it has not yet <br />been developed by the City to include recreational amenities. <br /> <br />The City previously approved a Final Plat and Planned Unit Development (PUD) for the site in <br />1989 that would have allowed for the construction of four stand-alone apartment buildings, one <br />on each of the four lots. Each building would have included 16 units for a total of 64 units. The <br />developer was unable to secure financing for the project and the PUD expired in January 1992. <br />The previously approved PUD is now considered void. As part of the development approval, the <br />City rezoned the site to R-4 – Multiple Dwelling District. Pulte has experience in the metro developing <br />similar types of infill sites and recently completed the single-family residential Fox Ridge <br />development in Arden Hills in 2012. A similar townhome development was completed as part of <br />the Pulte’s Enclave at New Brighton Exchange project located along Old Highway 8 at the <br />northwest corner of Interstates 35W and 694. The Enclave project included 36 townhomes and <br />89 single-family homes. <br /> <br />The Parkshore Village development would include 59 attached townhomes constructed within 11 <br />separate buildings. Each of the stand-alone buildings would have four to six individual units. <br />Units would range in size from 1,580 to 2,500 gross square feet and are expected to be priced <br />from the mid-$200,000s to the low $300,000s.
