ARDEN HILLS CITY COUNCIL—AUGUST 14, 2017 2 <br /> Councilmember Holmes recommended the Ramsey County Sheriff also increase speed checks at <br /> this intersection. <br /> 3. STAFF COMMENTS <br /> A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> Mayor Grant provided an update on TCAAP. He explained that the Master Development <br /> Agreement(MDA) could not be completed until the County took possession of the last 30 acres of <br /> property. He indicated the Governor had signed off on the FOSET on July 31. The County <br /> anticipates closing on the last 30 acres and would have control of this land in the coming weeks <br /> and the MDA would then be signed within the next 75 days. He reported Alatus was still the <br /> chosen developer for this project. <br /> Councilmember Holden asked if the County and Alatus still have to close on all of the property <br /> or just the remaining 30 acres. <br /> Mayor Grant stated it was his understanding the County would be closing with Alatus on the <br /> remaining 30 acres after the County has possession. He provided further comment on the <br /> optimization study that was being completed by the US Army for the groundwater contamination. <br /> Councilmember Holmes questioned how the project timeline has been affected. <br /> Mayor Grant discussed how the groundwater study and future water treatment plans have <br /> delayed the project and explained no dirt would be moved in 2017. <br /> Councilmember Holden inquired who would be responsible for policing the TCAAP site once <br /> development began. <br /> Mayor Grant anticipated that once the property began to develop the City would be responsible <br /> for policing this property. He explained he would bring this concern up at the next JDA meeting. <br /> B. County Road I/Old Highway 8 Update <br /> Public Works Director/City Engineer Polka reported construction was going well at County <br /> Road I and Old Highway 8. She noted the bridge approach panels were being finished up. She <br /> indicated the contractor would continue with the watermain connection near the Big 10 Tavern. <br /> 4. APPROVAL OF MINUTES <br /> A. July 17, 2017 City Council Work Session <br /> B. July 24, 2017 Special City Council Work Session <br /> C. July 24, 2017 Regular City Council <br /> Councilmember Holmes requested the term legal department be changed to City Attorney in the <br /> July 17, 2017 worksession minutes. <br />
