<br /> <br /> <br />Feasibility Report <br />Pavement Management Program <br />2018 Street and Utility Improvement Project <br />City of Arden Hills Project No. 18-STR-065 <br />WSB Project No. R-010111-000 Page 8 <br />Storm drainage will meet Minnesota Pollution Control Agency (MPCA) and Rice Creek <br />Watershed District (RCWD) permanent quality and rate control requirements. <br />Temporary erosion and sediment control devices will be utilized during construction in <br />accordance with pertinent NPDES permit requirements. <br /> <br />2.3.5 Easements <br /> <br />It is anticipated that all roadway improvements will take place within the existing <br />roadway right-of-way or within existing drainage and utility easements. However, <br />further investigation will be required to determine whether temporary easements exist for <br />areas of storm water discharge. Additional permanent right-of-way or easement <br />acquisition is not expected to be needed to construct the project as proposed. Temporary <br />construction access of private property may be required to accommodate driveway repair, <br />water/sewer service replacement, and final boulevard grading. Written permission or <br />waiver of trespass agreements will be secured from private property owners for these <br />encroachments to the greatest extent possible. <br /> <br />2.3.6 Permits/Approvals <br /> <br />The anticipated permits and approvals required and the respective regulatory agencies are <br />listed below: <br /> <br />▪ Minnesota Pollution Control Agency (NPDES) .... Extension of Water Main Permit <br /> <br />2.3.7 Construction Access/Staging <br /> <br />The contractor will be responsible for providing access to all properties throughout the <br />project. Adequately signed detours will be identified to direct traffic around the <br />construction zones and notify users of the increased truck and construction activity. <br /> <br />2.3.8 Public Involvement <br /> <br />A public informational meeting for the proposed project was conducted August 3, 2017. <br />Preliminary information was presented to attendees regarding the proposed <br />improvements, costs, funding, schedule, and impacts associated with the project, and <br />comment cards were made available. A summary of correspondence received and <br />questions and answers provided at the informational meeting are included in Appendix F. <br /> <br /> <br /> <br />
