Feasibility Report
Pavement Management Program
2018 Street and Utility Improvement Project
City of Arden Hills Project No. 18-STR-065
WSB Project No. R-010111-000 Page 7
2.3 Proposed Improvements

2.3.1 Roadway

For Indian Oaks Court, Indian Oaks Trail, West Floral Drive, James Circle, Gale Circle
and Norma Circle, the roadway is to be reconstructed with subgrade corrections, a 12-
inch sand section, and concrete curb and gutter. This design is based on soil conditions
found from the soil borings (see Appendix D) and previous project experience. In these
areas, the reconstructed roadway grades will be designed in such a way to minimize
impacts to existing neighborhood features such as trees, landscaping, and driveways.

Full depth reclamation of the bituminous roadways and spot curb and gutter repairs are
proposed for Wedgewood Circle, Brueberry Lane, and Parkshore Drive. The underlying
utility conditions and the existing subgrade beneath the bituminous pavement do not
require a full reconstruction of the roadway.

2.3.2 Sanitary Sewer

The proposed sanitary sewer improvements include adjusting existing manholes to allow
for the reconstructed roadway grades, partial or full manhole repairs, addressing any joint
offsets or sags with new sanitary sewer pipe, and lining sanitary sewer main/services that
are experiencing I/I. Due to sags and pipe deformations, spot repairs are needed along
the mains on West Floral Drive and Norma Circle. Lining the sanitary sewer with a
cured-in-place pipe liner is proposed for the sanitary sewer on Indian Oaks Court and
Indian Oaks Trail (west of James Avenue).

2.3.3 Water Main

All existing water main along Wedgewood Circle, Brueberry Lane, and Parkshore Drive
is to remain in-place.

New 8-inch PVC water main is proposed along all reconstructed roadways. This main
will replace the current, deteriorating line that has experienced breaks within the last few
years and that has not been replaced since originally constructed. Hydrants and valves
will also be replaced in these areas.

2.3.4 Drainage

Reconstruction of the streets provides the opportunity to improve the drainage within the
project area through the installation of new or additional storm sewer facilities. Proposed
drainage improvements include installing new storm sewer in the Floral and Indian Oaks
neighborhoods, reconstructing or replacing existing catch basins in all neighborhoods,
and addressing drainage concerns with the pond on Indian Oaks Court.

Storm sewer will also be added along the northeast side of the Floral Park trail to direct
the runoff to the existing storm sewer facilities on Norma Avenue.
