Joynes, Sr., City Administrator <br /> <br />FROM: Sue Polka, P.E., Public Works Director/City Engineer <br /> <br />SUBJECT: 2018 Pavement Management Program – Public Hearing <br /> <br /> <br />Background <br />On August 14, 2017, the City Council received the feasibility report, for the 2018 PMP <br />Project, Attachment A and ordered the public hearing for September 25, 2017. Prior to <br />opening the hearing, City staff will present general information regarding construction, <br />standards, and assessments that apply for this project. <br />Following Minnesota Statutes, Chapter 429, notice of the public hearing must be posted <br />twice prior to the meeting; this was done in the Bulletin on August 30, 2017, and <br />September 13, 2017. A notice was also sent to each property proposed to be assessed as a <br />part of this project. <br />Once the hearing is closed, the next step in the process is for the City Council to order the <br />improvements and preparation of plans and specifications. <br /> <br />Discussion <br />The following is a brief summary of proposed improvements; for more detail, please <br />reference the feasibility report. <br /> <br />Street Improvements: <br />The following streets are proposed for reconstruction: Indian Oaks Court, Indian Oaks <br />Trail, Floral Drive, Norma Circle, Gale Circle and James Circle. Reconstruction involves <br />fully rebuilding the road base and surface and the addition of concrete curb and gutter. <br /> <br />The following streets are proposed to be reclaimed: Brueberry Lane, Parkshore Drive, <br />and Wedgewood Circle. Reclamation involves pulverizing the existing bituminous <br />surface and recycling that material to be used as an aggregate base. These existing streets <br />have concrete curb and gutter.
