The motion carried (5-0). <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve the summary publication of Ordinance #2017-007. The <br />motion carried (5-0). <br /> <br />9. NEW BUSINESS <br /> <br />A. Set Preliminary Levy and Establish Truth-In-Taxation Public Hearing Date <br />for Proposed Taxes Payable in 2018 <br />• Resolution 2017-035, Setting the Preliminary Levy for Taxes Payable in <br />2018 <br />• Resolution 2017-036, Adopting Truth-In-Taxation Public Hearing Date <br />for Proposed Taxes Payable in 2018 <br /> <br />Interim Director of Finance and Administrative Services Perrault stated the City Council <br />must set a preliminary tax levy by the end of September to be paid in the following year. The <br />amount set in September is preliminary and may be lowered, not raised, per Council’s direction <br />prior to setting the final levy. The City Council must set a final tax levy in December, which will <br />be payable in 2018. At the September 18, 2017 work session, the City Council directed staff to <br />present an increase of 4.0% for the preliminary levy. Staff discussed the preliminary tax levy in <br />detail with the Council and recommended approval. <br /> <br />Councilmember Holmes reported the Council has discussed this item extensively at several <br />worksession meetings. <br /> <br />MOTION: Councilmember Holmes moved and Councilmember Holden seconded a <br />motion to adopt Resolution #2017-035, Setting the Preliminary Levy for Taxes <br />Payable in 2018. The motion carried (5-0). <br /> <br />MOTION: Councilmember Holmes moved and Councilmember Holden seconded a <br />motion to adopt Resolution #2017-036, Adopting Truth-In-Taxation Public <br />Hearing Date for Proposed Taxes Payable in 2018. The motion carried (5-0). <br /> <br /> B. 2018 PMP Final Plans and Specifications – WSB Scope and Fee <br /> <br />Public Works Director/City Engineer Polka stated plans and specifications have been ordered <br />by the Council for the 2018 Street and Utility Improvement Project. WSB prepared the feasibility <br />report, including survey and preliminary design and are familiar with the project. They have <br />submitted a scope and fee to complete final design and assist with the bidding process. Staff <br />reviewed the plans in further detail and recommended approval. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br />motion to Accept the scope and fee from WSB for the preparation of plans <br />and specifications and the bidding process for the 2018 Street and Utility
