Joynes, Sr., City Administrator <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: Planning Case #17-026 <br /> Applicant: Boston Scientific Corporation <br /> Property Location: 4100 Hamline Avenue North <br /> Request: Planned Unit Development Amendment <br /> <br /> <br />Background <br /> <br />On June 26, 2017, the City Council approved a Planned Unit Development (PUD) Amendment <br />for Boston Scientific for the expansion of the sterilization facility in Building 9 (Planning Case <br />17-013). The addition is located in the northeast corner of the campus adjacent to Cummings <br />Park Drive and Lexington Avenue. <br /> <br />Since receiving approval for the addition, Boston Scientific has identified additional site <br />improvements as part of the project. Boston Scientific has proposed expanding the paved area <br />adjacent to the sterilization facility, widening the curb cut for the existing driveway on <br />Cummings Park Drive, and reducing the length of the center island in Cummings Park Drive. <br />The purpose of the site modifications is to improve truck mobility in and out of the loading <br />docks and services areas on the north side of Building 9. Additionally, the improved truck access <br />will help reduce conflicts with passenger vehicles and pedestrians. <br /> <br />Section 1355.06 Subd. 4 of the Arden Hills City Code states that any alteration to an approved <br />PUD not specifically permitted shall require City Council action. When these changes are <br />deemed to be minor, the requirements of a public hearing may be waived by the City Council. In <br />this case, staff is recommending that the City Council review the proposed PUD Amendment <br />without requiring a public hearing by the Planning Commission. If the City Council determines a <br />public hearing should be held, this case would be referred to the Planning Commission at their <br />next regular meeting. <br />
