City of Arden Hills – 20430 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 201609 Amended: December 12, 2016 <br />9-13 <br />The above list is not a ranked priority list of proposed path expansions and <br />upgrades. The City has identified certain trail segments that are crucial for <br />developing needed north-south and east-west path connections that are divided <br />by major highways: G, G1, H, I, I1, I2, and I3. Recent and planned <br />improvements, based upon proposed segments identified in the 2030 <br />Comprehensive Plan, have been planned for extending trail segments that are <br />crucial for developing needed north-south and east-west path connections. <br />Through these efforts trail improvements are anticipated for 2018 construction to <br />include providing a continuous connection from County Road E to County Road <br />E2 through the addition of a trail along Snelling Avenue North (Old S.T.H. 10). In <br />coordination with the capital improvements plan (CIP), the City may benefit from <br />setting specific trail priorities to take advantage of grants, road reconstruction <br />projects, and other opportunities as they arise. <br /> <br />Segment D and E are planned pathways along County Road E2 and a <br />connection through Ramsey County open space from the nearby neighborhood <br />(Venus Ave.) The City was successful in obtaining a grant for $175,000 for these <br />two segments from the Federal Safe Routes to School Funding Program. The <br />goal of the pathways is to provide a safe route to Valentine Hills Elementary, the <br />Ramsey County Library, and Tony Schmidt Regional Park. County Road E2 is a <br />busy roadway that continues to increase in traffic and is a dangerous route for <br />pedestrians. This project is scheduled to occur in the federal fiscal year 2009. <br />This project is a cooperative effort between the City, Ramsey County Parks and <br />Recreation, School District 621, and Ramsey County Public Works. <br /> <br />In conjunction with Ramsey County and MnDOT, grade separated crossings of <br />major roads and railroads is one of the more important actions the City can take <br />to improve the path network, increase safety, enhance access to parks, <br />encourage increased physical activity, and help tie the community together <br />(Figure 9.2). The following connections and improvements for pedestrian and <br />bicyclists (non-motorized users), some of which are noted in the above list, are <br />recommended from the 2002 PTOS Planthrough discussion with the PTRC and <br />the community meetings: <br /> <br />o County Road E over Highway 51 – The existing bridge is very narrow <br />and unsafe for pedestrians or bicyclists. This location is a key connection <br />between the east and west portions of the City. The City will also need to <br />work with Ramsey County and MnDOT to consider options for expanding <br />or reconstructing the bridge to create adequate pedestrian and bike <br />crossings or build a freestanding bike and pedestrian bridge near the <br />vehicle bridge.
