<br /> <br />City of Arden Hills <br />Parks, Trails, and Recreation Committee September 19, 2017 <br /> <br />Page 1 of 2 <br />DATE: September 19, 2017 <br /> <br />TO: Parks, Trails, and Recreation Committee <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: 2040 Comprehensive Plan Update <br /> <br /> <br />Background <br /> <br />Minnesota state law requires that all communities within the Minneapolis-St. Paul metropolitan <br />area update their Comprehensive Plans every ten years. The City now has until December 31, <br />2018 to complete the 2040 Comprehensive Plan Update. The purpose of the Comprehensive Plan <br />is to establish the public policies that guide the future physical and community development of <br />Arden Hills. It is also a reference document for the Planning Commission and City Council when <br />evaluating private development projects, and helps with the City’s budgeting process. <br /> <br />In addition to identifying local community goals, the Comprehensive Plan must also reflect the <br />adopted regional policies in the Metropolitan Council’s system and policy plans. Local planning <br />efforts are linked to the larger regional infrastructure of parks and trails, road networks, and <br />wastewater infrastructure, and the City’s plan must conform to the regional vision. <br /> <br />The City is working with WSB & Associate to complete the 2040 Comprehensive Plan update. <br />The City Council has directed staff to update the goals and priorities in the 2030 Comprehensive <br />Plan as needed and to satisfy the Metropolitan Council’s technical requirements. To date, the <br />following meetings have been held on the Comprehensive Plan update: <br /> <br />Date Meeting Topic <br />March 20, 2017 City Council Work Session City Vision and Goals <br />June 7, 2017 Planning Commission Housing <br />August 21, 2017 City Council Work Session Housing and Land Use <br />September 6, 2017 Economic Development Commission Land Use <br /> <br />Staff from WSB will be in attendance at the PTRC meeting on September 19, 2017 to help <br />facilitate the discussion on the Parks and Trails chapter of the Comprehensive Plan. <br /> MEMORANDUM <br />
