ARDEN HILLS PLANNING COMMISSION – July 5 , 2017 2 <br /> <br />connect to City sewer and water lines as well. Drainage and utility easements are proposed along <br />the side property lines of each parcel (6 feet) and along the front and rear property lines of each <br />parcel (12 feet). A very similar minor subdivision was proposed on this parcel in 1996 (PC 96- <br />010), but was eventually withdrawn by the applicant prior to City Council approval. <br /> <br />Site Data <br />Land Use Plan: LDR – Low Density Residential <br />Existing Land Use: Single Family Dwelling <br />Zoning: R-1: Single Family Residential <br />Current Lot Sizes: Current – 85,675 sq. ft. <br />Proposed – 60,710 sq. ft. (Parcel A) and <br />24,965 sq. ft. (Parcel B) <br />Topography: Slopes upward approximately 12 feet moving from the <br />northwest to southeast corner <br /> <br />Senior Planner Bachler reviewed the surrounding area, the Plan Evaluation and the Minor <br />Subdivision Criteria. <br /> <br />Senior Planner Bachler provided the Findings of Fact for review: <br /> <br />1. The property at 1224 Amble Road is located in the LDR – Low Density Residential Land <br />Use District and the R-1 Single Family Residential Zoning District. <br />2. The applicant has submitted an application for a Minor Subdivision to split the existing <br />property into two (2) lots. <br />3. The property is properly guided and zoned for the development of an additional single <br />family dwelling. <br />4. The request proposes to use the property in a reasonable manner as a single-family <br />dwelling. <br />5. The owner of the platted lot to be divided has filed with the zoning administrator a <br />registered land survey of the lot to be divided. <br />6. The parcels resulting from the division meet all of the minimum requirements specified <br />for the R-1 District. <br />7. The proposed division will not be detrimental to the public welfare or injurious to <br />adjacent tracts in the area in which the subdivision tract is located. <br /> <br />Senior Planner Bachler stated based on the submitted plans and findings of fact, staff <br />recommends approval of Planning Case 17-016 for a Minor Subdivision at 1224 Amble Road. If <br />the Planning Commission recommends approval, staff recommends that the following seven (7) <br />conditions be included with the approval: <br /> <br />1. The applicant shall record the Minor Subdivision with Ramsey County and a copy shall <br />be provided to the City within 180 days of the City’s approval. <br />2. The applicant shall record the drainage and utility easements as shown on the submitted <br />survey with Ramsey County and a copy shall be provided to the City within 180 days of <br />the City’s approval. <br />3. The applicant shall pay the required park dedication fee of $6,500 prior to recording the <br />Minor Subdivision.
